REFS is responsible for worldwide leadership and integrated technical expertise of the programming of USAID in agriculture-led growth, water and sanitation, and environmental sustainability. PO oversees strategy, operational functions, resource-allocation, procurement, and programmatic support. BE oversees the allocation and execution of REFS’ program budget, including compliance with Congressional directives and required reporting and notification.Duties and Responsibilities : The Program Officer will have responsibilities in procurement planning and activity budget management / execution. Duties include : working with managers and technical experts on activity budgets; preparing reports and maintaining financial tracking systems; coordinating procurement requirements with the Office of the General Counsel; Bureau for Management, Office of Acquisition and Assistance; and Bureau Contracting Officer’s Representatives and Agreement Officer’s Representatives; and other duties as assigned.Specialized Experience : For the FL-03 (GS-13 equivalent) grade level, you must have one year of specialized experience at the FL-04 (GS-12) grade level or equivalent. Specialized experience is defined as : Supporting the management of international development or similar programs;Financial management, tracking, and reporting.Education Requirement : The salary for the selected candidate will be determined in accordance with ADS 470.3.6, Pay Under the Foreign Service, based on the highest degree earned and relevant experience.
