Job Summary
This position manages all fiscal operations and business activities for the Division of Marine Science (DMS) at Stennis Space Center. Manages financial accounts including E&G, F&A, grants/projects, service center, course fee, development accounts and division foundation accounts. Analyzes accounts and budgets to ensure sound fiscal management. Facilitates project/grant management for Marine Science faculty, including budget development and tracking, grant proposal compilation, report development, purchasing, and indirect recovery/distribution. This position serves as liaison to NASA accounting and security offices to carry out tenant responsibilities. Provides support to the SOSE Associate Director and contributes to implementing operational practices.
Primary Duties and Responsibilities
1. Manages and maintains all fiscal operations for SOSE-DMS including E&G, F&A, faculty grants, service center, course fee and development accounts. Prepares monthly financial management and reporting for the Associate Director. Ensures financial, legal (in consultation with the USM legal team) and policy compliance with the requirements of the University. Provides financial and operational guidance to the Division’s core facilities. Remains current on federal grant and contracting compliance requirements. Ensures compliance with USM, Uniform Guidance and IRS guidelines.
2. Manages payroll for SOSE-DMS personnel. Projects personnel payroll based on grant effort, E&G, or summer faculty funds. Coordinates payroll for staff on grants managed by other units. Oversees time/effort tracking and reporting, and non-exempt hourly entries for employees. Responsible for timely and accurate completion of Graduate Assistant hiring processes. Supports Human Resources hiring process for grant and academic positions, including ensuring compliance with relevant VISA requirements and NASA guidelines.
3. Provides project/grant management including developing budgets (including knowledge of ORA cost share, match, sub-contract, and contractual service); grant proposal package compilation and submission; tracking budgets; report compilation and submission, and indirect recovery/distribution.
4. Serves as the liaison to Business Services, Human Resources, Office of Research Administration, and International Student and Scholar Services office. Completes course fee account reports. Serves as Cashnet administrator over departmental account, maintains appropriate training, and follows guidelines for accepting electronic payments.
5. Serves as export control liaison w/ VPR office and ensures EAR/ITAR assets are appropriately controlled and required use / access licenses are obtained. Facilitates approvals relating to NASA contract and other duties. Ensures the effective operation of the facility, including but not limited to payroll, and interdepartmental transfers.
