Job Summary
This
position is responsible for operations, safety, and maintenance of 3 SOSE-DMS buildings
at Stennis Space Center. This includes facility inspections, submitting and
tracking work orders for repairs, maintaining chemical inventories, managing
waste disposal, and ensuring compliance of both Federal and State safety,
health, and environmental policies. The facility manager is the Division’s representative
for a variety of NASA entities and serves as the Division’s Radiation Safety
Officer. The facility manager also manages SOSE-DMS property inventory and is responsible
for maintaining the Division’s vehicle and vessel usage records and basic
maintenance.
Primary Duties and Responsibilities
- Serves as Point of Contact for Marine Science employees and students, NASA, and its contractors regarding facility maintenance and operation, laboratory/chemical/environmental safety, general workplace safety including custodial and health services, and fire safety. Representative for SOSE-DMS at NASA/Stennis meetings for Center Operations, Emergency Council (severe weather), Safety, and others. Member of the Emergency Operations Committee for USM Coastal Operations.
- Independently performs weekly, monthly, and quarterly inspections for maintenance and safety and submits work orders for minor repairs to electricians, HVAC, plumbers, and carpenters. Performs eyewash and shower testing (weekly), fire safety inspections with Stennis Fire Department (extinguishers, flammable cabinets, and small appliance permits; quarterly), and general workplace safety inspections (weekly, to comply with a yearly inspection by NASA Safety). Requests weekly updates on any open work orders. Maintains records and schedules inspections/certifications for all facility/building equipment. Provides monthly updates on facility operations to the DMS Facility committee. Works with the SOSE-DMS Business Manager to appropriately assign office and lab space for the Division’s faculty, staff and students.
- Submits and tracks major repairs and new work requests for multiple systems (Fume hoods and exhaust fans in laboratory building, maintenance on 2 building generators, building roofs, HVAC systems). Coordinates scheduling with NASA contractors and USM employees for any outages due to preventative or corrective maintenance on building systems.
- Maintains chemical and hazardous materials inventory and safety documents, and ensures proper storage and handling of such materials across all laboratories. Coordinates with NASA Environmental for waste disposal with Clean Harbors (requires MDOT HAZMAT training, renewed every 3 years). Submits Annual reports with the EPA and MDEQ for chemical and waste inventories. Provides direction and recommends improvements to faculty, staff, and students regarding laboratory safety, proper chemical handling, waste storage and disposal, and records keeping. Participates in quarterly meetings with NASA Environmental.
- Serves as Radiation Safety Officer for SOSE-DMS and completes quarterly inventory and wipe tests/surveys for radioactive materials in multiple laboratories to ensure compliance with Federal and State radioactive licenses. Maintains training course and records of all radioactive material users. Submits license amendment(s) as needed and complies with entities for program audits (Federal and State are every 5 years, NASA/Stennis Health physics twice per year). Participates in quarterly meetings for NASA Health Physics group.
- Reports fees for department vehicle and vessel use. Maintains basic maintenance of vehicles (oil changes, minor repairs, etc). Manages weekly reconciliation of Fuelman gas cards for 5 vehicles. Coordinates purchasing of supplies and equipment for facilities and laboratories (as requested by lab owners/PIs) using POs, P-card, and E-card.
- Serves as property contact for SOSE-DMS. Manages property database of 1400 University assets, physical location tracking, coordinates with USM Property (Hattiesburg) to tag assets and process surplus of outdated equipment, tracks purchases and deliveries on multiple grants/projects at 3 USM campus locations. Coordinates RMAs with Principal Investigators for equipment being returned to vendors for maintenance or repairs.
