The Administrative Services Manager (ASM) performs a variety of financial functions and business management to support the Division. A foundational knowledge in finance, accounting, and professional work experience handling high dollar budgets is a must; as well as strong written and verbal communication skills, and professionalism. Candidates who have at least four or more years of experience managing multi-million dollar budgets and managing employees are strongly preferred.
Principal Duties
As an essential member of the Division's integrated finance team, the Administrative Service Manager (ASM) is responsible for supporting the assigned finance and administrative service areas. Using expert knowledge, they manage staff and financial programs within the agency; develop and implement new or enhanced policies and/or procedures in response to sensitive and/or complex issues; present and/or defend system/data integrity and financial practices; and provide administrative support. They are also responsible for the following tasks:
- Serving as the regional financial manager for the Salt Lake region and an essential member of the region’s administrative team.
- Working closely with the regional director and administrative team to provide the financial support to best meet the operational needs of the region.
- Managing the region’s financial activities and assigned program area(s) and collaborating closely with other financial managers on monthly forecasting, budget and expenditure monitoring, FTE tracking, trust account monitoring, inventory control, facility and fleet management, etc.
- Analyzing actual expenditures and expenditure patterns and preparing materials to support and defend appropriation requests.
- Conferring and collaborating with division and regional management to coordinate efforts and resolve issues.
- Managing special fiscal projects or activities of a highly specialized nature.
- Assisting with state and federal fiscal year-end close-outs.
- Reviewing fiscal operations to ensure integrity, accuracy, and control of data.
- Developing and/or modifying rules, policies, or standards, etc.
- Supervising a team of financial and contract analysts and providing supervisory support including hiring recommendations, determining workload, delegating assignments, training, monitoring and evaluating performance, initiating corrective or disciplinary actions, and/or terminations.
- Other duties as assigned.
Qualifications
Qualified candidates must be knowledgeable and proficient with:
- Arithmetic, algebra, geometry, calculus, statistics, and their applications.
- Utilizing economic and accounting principles and practices, the financial markets, and the analysis and reporting of financial data.
- Utilizing business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.
- Monitoring/assessing performance of oneself, other individuals, programs, and organizations to make improvements or take corrective action.
- Understanding the implications of new information for both current and future problem-solving and decision-making.
- Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
- Exercising judgment and decision making by considering the relative costs and benefits of potential actions to choose the most appropriate one.
- Using Microsoft Excess and Access.
- Communicating information and ideas effectively, clearly, and concisely verbally and in writing.
- Utilizing knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
Preference
Preference may be given to candidates who:
- Are currently employed with the Department of Health and Human Services (DHHS)
- Hold a Bachelor's degree or higher in Finance, Accounting, or closely related degree OR four or more years of professional work experience in a financial/accounting capacity, managing multi-million dollar budgets
- Have two or more years of professional supervisory experience

Supplemental Information
- Travel may be required; you may be required to use your personal vehicle to perform the duties of this position; approved mileage is reimbursable through State Finance.
- All DCFS job offers are contingent upon passing a Background Screening Application (BSA).

Pay: $28.72 - $46.34 per hour
