Job Description

This job may be filled at any of the levels listed below.

Payroll Clerk- Min: $21.10/hr.  Max: $26.37/hr

Payroll Analyst- Min: $25.07/hr.  Max: $31.33hr.

 

 

POSITION SUMMARY

Maintain, prepare and process payroll for Utah Retirement Systems personnel.  Prepare payroll related journal entries for period end. Compile and submit payroll deductions related check requests and payments. 

       

ESSENTIAL JOB FUNCTIONS AND DUTIES

  • Oversees payroll preparation, calculate, key, run and balance payrolls.
  • Reconcile payroll prior to transmission and validate confirmed reports.
  • Familiarizes self with prevailing practices, laws, and statutes governing their particular area of expertise, monitors technical aspects of various account activities. Understand proper taxation of employer paid benefits, garnishment calculations and compliance, payroll deductions, etc.
  • Prepares bank deposits, balances accounts, and enters cash receipts.
  • Performs detailed analysis of account activity. Coordinates with department or division heads to verify approval.   
  • Enters or receives accounting data for various retirement, investment transactions and defined contribution transaction accounts, tax data, reconciliations, refunds and budget updates.
  • Prepares and reviews regular payroll and flex plan payments. Calculates employee withholdings, enters information to complete payroll process.
  • Maintains year-to-date records of wages, deductions, taxes and benefits.
  • Updates and reconciles payroll records showing employee pay rates, withholding allowances, benefit deductions, other authorized payroll withholdings and leave balances.
  • Coordinates and resolves payroll, flex plan and leave balance problems and questions.
  • Informs employees of policies, procedures, and practices affecting payroll.
  • Provides technical assistance to system members related to understanding various tax forms.
  • Reconciles and generates checks for payroll deductions/ benefits with various private, state and federal agencies.
  • Performs miscellaneous posting for cash receipts, receives copies of checks and documents, verifies validity of documents and transactions by examining type, fund, account codes, amounts and communicates with outside organizations or individuals to resolve any discrepancies.
  • Maintains regular and reliable attendance.
  • Maintains strict confidentiality.
  • Performs other similar duties as required.
  • Required Experience

    Payroll Clerk Minimum Qualifications

    High school diploma, one (1) year of related experience or training in accounting/finance provided through college, trade schools, or professionally-sponsored workshops, and three (3) years of progressively responsible experience in a professional environment, or an equivalent combination of education and experience.

     

    Payroll Analyst Minimum Qualifications

    Bachelor's Degree in accounting, finance, or a related field, and three (3) years of progressively responsible experience in financial management or accounting; or an equivalent combination of education and experience.

     

    Knowledge, Skills, and Abilities

    Required financial skills include the working knowledge and ability of:

    • Professional accounting standards and ethics.
    • Generally accepted accounting principles established by AICPA and GASB.
    • Internal control principles and methods of application.
    • Laws and regulations pertaining to tax reporting, pension and deferred compensation funds, and various retirement programs.
    • Coordinating a variety of financial administrative matters.
    • Specialized software computer accounting applications.

     

    Required mathematical skills include working knowledge of:

    • Statistical measures, calculations, and terminology.
    • Budgetary principles.

     

    Must possess excellent communication skills:

    • Communicate effectively verbally and in writing.
    • Establish and maintain effective working relationships with executives, administrators, managers, boards, department heads, employees, and the public.

     

    Must have the ability to:

    • Analyze a variety of financial problems and make recommendations.
    • Coordinate a variety of financial administrative matters.
    • Follow written and verbal instructions.
    • Prioritize work.
    • Perform within deadlines.
    • Work well in a team environment as well as independently.
    • Multi-task by handling a variety of duties in a timely and efficient manner.
    • Follow through with assignments.
    • Deal effectively with stress caused by workload and time deadlines.

     

    The incumbent must always demonstrate judgment, high integrity, and personal values consistent with the values of URS.

     

    Work Environment

    Incumbent performs in a typical office setting with appropriate climate controls. Tasks require a variety of physical activities which do not generally involve muscular strain, but do require activities related to walking, standing, stooping, sitting, reaching, talking, hearing and seeing. Common eye, hand, finger dexterity required to perform essential functions.
