What are the responsibilities and job description for the Assistant Service Planner, Service Planner, or Senior Service Planner position at Utah Transit Authority?

Help UTA keep moving forward as you take a key role in shaping the mobility, growth, and current service plans to improve transit across the Wasatch Front.
You will take a critical role in various transit planning projects and studies aimed at improving access to and increasing service for public transit in Utah. You will partner with people across the agency as well as partners and the community to plan and develop projects to optimize transit and make it easier to use and more readily available for our riders.
This is a Career-Ladder position, meaning it can be filled through the Assistant, Service, or Senior Service Planner experience levels, depending on your years of experience and level of education/training.
if you are hired as a Senior Service Planner, you will take a leadership role in the following duties; If you are hired as a mid-level Service Planner, you will execute the following duties; if you are hired as an entry-level Assistant Service Planner, you will assist the Senior Service Planners and Service Planners with the following duties:
- Develop of Service Plans that define the layout and integration of the UTA regional transit system, referencing preliminary analysis and criteria that optimizes the quality, equity, efficiency, and effectiveness of transit service.
- Provide recommendations for route alignments, service types, levels of service (frequency, hours, and days of service), prioritization and phasing of new or modified services.
- Perform impact analyses for conceptual, draft, and final service plans.
- Perform a series of analyses that evaluate impacts to factors that contribute to the performance and success of transit service. Some of these factors include public and stakeholder feedback, projected service performance (Ridership), resource requirements, operational feasibility, equity of service, spatial allocation of service and community impacts.
- Perform data analysis of factors that influence the design of a transit line and its integration with the larger system of transit service. Frequently analyzed factors are existing and future densities, design, and diversity of land use, demographics, service performance, ongoing service feedback and more.
- Coordinate efforts with internal UTA departments and external partners to make sure resources are in place to accommodate the implementation of UTA service plans.
- Track and monitor performance of transit service. Evaluate and identify service performance anomalies.
- Communicate and collaborate with UTA service units and other departments. Documenting feedback for the development of service plans.
- Point of contact for reviewing customer comments pertaining to service planning issues and providing responses to customer service.
- Provide support to the Community Engagement team by helping develop informational materials about UTA service and service planning efforts to share with the public and other stakeholders.
In addition, as the Senior Level Senior Service Planner, you will:
- Lead project teams to review, advise, and comment on the preliminary design of construction projects and developments that may have impacts to existing transit service and interfere with future transit service.
- Develop a strong working relationship with assigned UTA service units and other departments. Documenting feedback for the development of service plans.
MINIMUM QUALIFICATIONS
EDUCATION/EXPERIENCE/LICENSES
For the Assistant Service Planner level:
- Minimum of two years related planning work experience, preferably in transit planning.
- Associate’s Degree in Urban Planning, Economics, Business, Math, or closely related field is required. In lieu of an Associates degree, 2 additional years of experience will be accepted.
- Must have a valid Utah driver's license. Must be a safe driver with no more than 4 moving violations in the past 3 years. Cannot have more than 2 violations of driving under the influence of alcohol, any drug, or the combined influence of any alcohol or any drug within the last 10 years.
For the Service Planner level:
- Three years related work in transit planning, such as an Assistant Service Planner.
- Bachelor’s degree in Urban Planning, Economics, Business, Math or a closely related field required. In lieu of an Bachelor’s degree, 4 additional years of experience will be accepted.
- Must have a valid Utah driver's license with no more than 4 moving violations in the past three 3 years; cannot have more than 1 violation of driving under the influence of alcohol or any drug within the last 10 years.
For the Senior Service Planner level:
- Four years related planning work experience, with at least two of those in transit planning. Can substitute Master’s degree for two years of related experience.
- Bachelor’s degree in Urban Planning, Economics, Business, Math or a closely related field required. In lieu of an Bachelor’s degree, 4 additional years of experience will be accepted.
- Must have a valid Utah driver's license with no more than 4 moving violations in the past three 3 years; cannot have more than 1 violation of driving under the influence of alcohol or any drug within the last 10 years.
KNOWLEDGE/SKILLS/ABILITIES
We require the following for the Assistant Service Planner Level:
- Customer Comment Module preferred, but not required.
- Knowledge of transit operations planning preferred, but not required.
- Microsoft Office software proficiency at the basic level in all the following: Windows, Word and Outlook
- Microsoft Office software preferred proficiency at the intermediate level in Excel
- Type 30 WPM, net
- Quantitative analysis skills
- Detail-oriented
- Verbal and written communication skills
- Beginning Trapeze Reports transit scheduling software preferred
- Ability to work independently or as a team.
- This job requires regular and predictable attendance.
In addition to what is listed for the Assistant Service Planner, we require the following for the Service Planner Level:
- Customer Comment Module (Preferred)
- Statistical and database software (Required)
- Geographic Information Systems (GIS)
- Microsoft Office software proficiency at the intermediate level in all the following: Windows, Word, Excel, and Outlook
- Intermediate skills in Trapeze reports
- Work independently or as a team member, and cooperatively with customers and the general public, even in controversial situations. (Note - Competing interests often lead to confrontations that must be handled in a professional manner.)
In addition to what is listed for the Service Planner, we require the following for the Senior Service Planner level:
- Advanced Geographic Information Systems (GIS)
- Microsoft Office software proficiency at the advanced level in all the following: Windows, Word, and Outlook
- Microsoft Office software proficiency at the intermediate level in excel
- Transit operations, the relationship between land use/urban design and transit, and techniques calculating trip production, trip distribution, trip assignment, and mode split
- Assessing travel markets and customer expectations (market research) and preparing a service plan that satisfies the market research

Pay Ranges:
Assistant Service Planner: $24.279 per hour or more, depending on experience
Service Planner: $61,500 per year or more, depending on experience.
Senior Service Planner: $69,000 per year or more, depending on experience.
