The Director of Advocacy and Compliance is responsible for providing leadership, oversight and supporting the implementation of district compliance with Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, Title II of the Americans with Disabilities Act of 1990, the Elliot-Larsen Civil Rights Act and the Persons with Disabilities Civil Rights Act.  The Director will ensure that no person shall, on the basis of race, color, religion, national origin or ancestry, sex, age, disability, height, weight or marital status be excluded from participation in, be denied the benefits of, or be subjected to discrimination during any instructional opportunities, programs, services, job placement assistance, employment or in district policy.

 

Qualifications:

  • Bachelor’s Degree from an accredited college or university.
  • Experience conducting investigations or equivalent professional experience preferred.
  • School district related experience, preferred.
  • Excellent judgment with the ability to manage highly sensitive and confidential information.
  • Skills and/or training in the areas of conflict resolution, problem solving techniques, interviewing, and investigation.
  • Interpersonal skills and the ability to work with diverse stakeholders, including children, parents, staff, child protection investigators, and law enforcement.
  • Ability to write concise, logical and analytical reports.
  • Analytical and critical thinking skills demonstrated by the ability to analyze information and facilitate resolution of difficult challenges, including the ability to manage issues of complex and extreme sensitivity.
  • Ability to prioritize tasks, manage multiple deadlines and work independently while maintaining high levels of organization.
  • Excellent verbal and written communication skills.
  • Demonstrated ability to maintain neutrality and work under stress.
  • Effective interpersonal skills including the ability to listen well and demonstrate sensitivity to and respect for individual needs.

Responsibilities

  • Provide leadership, direction and training to ensure district compliance with Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, Title II of the Americans with Disabilities Act of 1990, the Elliot-Larsen Civil Rights Act and the Persons with Disabilities Civil Rights Act.
  • Ensure that no person shall, on the basis of race, color, religion, national origin or ancestry, sex, age, disability, height, weight or marital status be excluded from participation in, be denied the benefits of, or be subjected to discrimination during any instructional opportunities, programs, services, job placement assistance, employment or in district policy.
  • Serves as the district’s compliance investigator for student and employee matters including but not limited to sex-based discrimination, race-based discrimination and civil rights violations.
  • In accordance with district policy and practice conduct prompt, thorough, impartial and equitable investigations of complaints filed by students and employees involving discrimination, harassment and alleged violations.
  • Collaborate and consult with appropriate district departments during investigations, including Student Services, Executive Administrator of Schools and Human Resources.
  • Develop and maintain a working knowledge of the federal Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, Title II of the Americans with Disabilities Act of 1990, the Elliot-Larsen Civil Rights Act and the Persons with Disabilities Civil Rights Act.
  • Ensure compliance with all applicable federal, state and local laws, regulations, Board policies and labor contracts.
  • Facilitate in-service training/professional development and provide resources to district personnel and stakeholders, as applicable.
  • Maintain records and documentation of activities and investigations.
  • Conduct on-going audits of district practices and policies and make recommendations for modification.
  • Participate in ongoing training and development as required to effectively carry out the identified scope of responsibilities.
  • Stay abreast of current research and legal and judicial decisions.
  • Assume other duties as assigned.
