Essential Duties and Responsibilities

Include the following and other duties as assigned:

Responsible for the overall direction and management of the Finance Department (Accounting, Budgeting – O&M and Capital, and procurement/warehouse function).

Reviews accounting procedures and policies and recommends changes or modifications which are designed to increase the efficiency and effectiveness of accounting operations.

Responsible for compliance with all relevant accounting pronouncements and standards.

Prepares reports which summarize and forecast company business activity and financial position in areas of income, expenses, and earnings based on past, present, and expected operations for the information and guidance of NSBU Commission and staff.

Directs determination of depreciation rates to apply to capital assets. Directs/coordinates the five and ten-year capital improvement plan and funding with GM-CEO and Senior Executive Team.

Establishes major economic objectives and directs preparation of annual and five-year O&M and capital budgets; prepares projections on long-range financial requirements; determines capital requirements.

Reports at monthly Commission meetings on the financial status of NSBU.

Prepares and presents informational or approval items and communicates effectively before the NSBU Commission, City of NSB Commission, and other governmental agencies or community organizations, as needed.

Manages NSBU’s investment portfolio working with the Investment Advisor.

Leads improvements in NSBU’s financial operations leveraging industry best practices. 

Works closely with GM-CEO to ensure the Finance Department is aligned and supports all operations and overall strategy.

Works with the Executive team on strategic planning.

Ensures NSBU’s financial performance is positioned for short and long-term financial and operational goals.

Continually evaluates financial operations and computer software use for operational automation and process efficiencies.

Ability to read, analyze, and interpret documents, such as general business periodicals, professional journals, technical procedures, and/or governmental regulations; ability to write reports, business correspondence, and

Mathematical Skills

Ability to work with mathematical concepts, such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry; ability to apply concepts, such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. 

Computer Skills

Must possess the ability to use and understand the required Accounting software; ability to use and understand Great Plains financial system and Cogsdale customer service software; advanced ability to use MS Office products, such as Word, Excel, and Outlook.

While performing the duties of this position, the employee is regularly required to sit. The employee is occasionally required to stand; walk; climb or balance and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds.

Education and Experience   

This position requires the following education and experience:                                  

Bachelor’s Degree in Accounting or related field required. Master’s Degree preferred. A minimum of ten years of progressively responsible professional utility accounting experience required.  A minimum of ten years of progressively advanced supervisory experience required; or an equivalent combination of education and experience. 

Certifications, Licenses, Registrations

This position requires the following certifications, licenses, and/or registrations:

Certified Public Accountant (CPA) designation preferred.

Annual Continuing Professional Education (CPE) – 8 hours minimum (investment related CPE) preferred.

Other Qualifications               

Florida Driver's License Class E required.  Ability to work flexible hours, as required.
