Job Duties
The Virginia Department of Transportation (VDOT) is seeking to fill an Assistant Division Administrator (ADA) for External Programs position in our Civil Rights Division. The Civil Rights Division at VDOT works to provide public services ensuring design, procurement, and contracting inclusion, community and cultural awareness, fair employment practices, and other areas where federal and state resources are applied through internal and external programs. The ADA will assist in the leadership of the division in promoting, planning, developing, and managing divisional programs and staff. Develop, maintain, and administer budgets. Interpret and analyze policies, procedures, and business processes; monitor program compliance. Provide technical guidance and problem resolution to internal and external customers. Specifically, the ADA will provide leadership, direction and evaluation in multiple programs and provide oversight for the Disadvantaged Business Enterprise (DBE) Program and the Contractor Compliance/OJT Program; ensuring compliance with federal and state policies, procedures, and business processes. Monitor and ensure compliance with external programs to include DBE goal setting; fraud detection and prevention; database development and monitoring; technical assistance; and design and monitor training programs for specifications, contracts, and materials.
Minimum Qualifications
- Knowledge of managerial principles, organizational management, and budget management
- Knowledge of contract administration as well as federal and state regulations relating to Title VI, DBE and EO program administration
- Knowledge of the legislative process and legislative analysis. Demonstrated experience managing multiple and complex programs and ensuring compliance with code, policies, and procedures
- Demonstrated experience interpreting laws, policies, and procedures
- Demonstrated experience applying strong critical thinking and consistent sound decision making and investigative techniques
- Skill in the use of computers and software applications
- Ability to communicate effectively orally and in writing with internal and external customers
- Ability to supervise and monitor human resources practices and principles to include hiring, discipline, performance management and employee development
Senior level managerial experience in budget administration and financial management
Additional Considerations
A combination of training, experience, or education in Business Administration, Public Administration or Human Resource Management or related field is desired.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
