The Virginia Department of Transportation (VDOT) is responsible for building, maintaining, and operating the state’s roads, bridges, tunnels, and ferries. Through the Commonwealth Transportation Board, it also provides funding for airports, rail, and public transportation. Virginia has the third largest state-maintained highway system in the country covering 58,321 miles of interstate, primary, secondary and frontage roads. VDOT has about 7,500 employees making it one of the largest state agencies in Virginia delivering a program that exceeds $5 Billion.

Job Duties

Develop Program Policies and Procedures - Work with Division Administrator to develop policies and procedures ensuring program compliance with federal and state regulations and codes. Coordinate actions with other internal and external sources. Design and monitor training programs for specifications, contracts and materials.

Administrative Management - Assist in the leadership of multiple programs. May either lead the Civil Rights Division's internal programs or provide oversight for the DBE and Title VI programs. Ensure compliance with federal and state policies, procedures and business processes. Develop and monitor operating budget and authorize expenditures.

Program Management - Provide leadership, direction and evaluation in multiple program areas related to the Civil Rights Act of 1964, Title VII such as conducting and providing oversight of District and Central Office investigations of EEO discrimination complaints; conduct Onboarding, Sexual Harassment and Civility and other related training. Provide expert guidance, coordination and direction in compliance with the Americans with Disabilities (ADA), Section 504 of the Rehabilitation Act, and other federal and state laws related to accessibility barriers for individuals with disabilities in partnership with other internal partners. Serve as a subject matter expert, providing guidance to executive leadership and staff on complex EEO/ER matters. Address challenging workplace issues related to EEO compliance, personnel actions, and alternative dispute resolution techniques. Additionally, recommend best practices and solutions for internal investigations and workplace disputes. Advise executives and Attorney General Office of program issues. Assist in leading or coordinating special emphasis programs as directed. Ensure division staff is trained in all responsible program areas.

Serve on Committees - Serve on special program committees with statewide focus.

Program Compliance - Monitor and ensure compliance with internal AAP EEO programs federal and state codes and VDOT policies and procedures. Provide technical guidance to internal and external customers statewide pertaining to program functions. Develop and ensure required reports are prepared and distributed.

Requirements:

  • Ability to interpret laws, policies and procedures and to ensure compliance with policies and procedures
  • Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings
  • Skill in the use of computers and software applications
  • Knowledge of the legislative process and legislative analysis
  • Knowledge of supervisory and human resources practices and principles, to include hiring, discipline, performance management and employee development
  • Knowledge of state and federal financial management
  • Strong critical thinking and consistent sound decision making ability in difficult situations, as well as effective problem solving and investigative techniques
  • Knowledge of managerial principles, organizational management and budget management
  • Extensive knowledge of Title VI, Title VII and the Civil Rights Act of 1964 as amended, as well as federal and state regulations relating to DBE and EO program administration

Minimum Qualifications

  • Ability to communicate effectively orally and in writing with customers
  • Senior level managerial experience in budget administration, financial management, related state, federal policies and procedures
  • Experience interpreting and providing guidance on Civil Rights laws, policies and procedures; and updating policies as needed
  • Knowledge of Title VI, Title VII and the Civil Rights Act of 1964 as amended, including ADA/Section 504, and discrimination complaint investigations
  • Knowledge of federal and state regulations related to Title VI, DBE and EO program administration
  • Experience in engaging in outreach, education, and training efforts, including identifying opportunities for increased awareness and training for internal and external constituents
  • Skill in the use of computers and software applications
  • Experience managing multiple and complex programs, as well as managing EEO/ER conflict resolution
  • Experience applying strong critical thinking and consistent sound decision making in difficult situations, as well as effective problem solving and investigative techniques
  • Experience supervising a staff and providing administrative guidance
  • Experience monitoring human resources practices, principles to include hiring, discipline, performance management and employee development
  • Experience ensuring compliance with code, policies and procedures
  • Ability to maintain confidentiality on all sensitive matters, complaints and investigations

Additional Considerations

  • Experience managing multiple programs and interacting with professional staff
  • Progressively responsible experience managing federal and state programs related to Civil Rights
  • A combination of training, experience, or education in Business Administration, Public Administration, Human Resource Management or related field desired
  • Progressively responsible supervisory, financial and management experience

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.
