We are seeking a Beginning Regional Property Manager to oversee the management of our Texas LIHTC properties portfolio.
The Regional Property Manager oversees the day-to-day operations of the Texas portfolio
Our ideal candidate has experience with:
Direct Supervision and On-Going Training and Support – Responsible for managing, coaching, and training personnel, and for ensuring all personnel have the tools to succeed.
Site Inspections – Conduct site inspections as required and create reports for the property.
File Auditing – Understanding LIHTC regulations and being very familiar with the affordable housing application and recertification process.

ESSENTIAL FUNCTIONS:
- Provides overall direction and supervision of day-to-day property management with oversight for management of the properties within the geographic region.
- Ensures timely and accurate reporting of portfolio including vacancy and budget variances, staffing needs, upcoming inspections, and others, as needed.
- Regularly visits site offices and reviews periodic reports from community managers to determine progress of occupancy and maintenance projects.
- Monitors and ensures adherence to all policies and procedures related to compliance with Fair Housing practices, LIHTC, funding sources, and syndicators. Also works closely with local housing agencies to ensure compliance issues are addressed in a timely manner.
- Responsible for resolving resident relation issues and escalated complaints from residents.
- Inspects properties to ensure the highest standards are maintained; evaluates maintenance, grounds, and housekeeping operations in areas of efficiency. Conducts periodic inspection of vacant apartments for market-ready condition.
- Supervises and coordinates preparation of annual operating and capital budgets; monitors and makes recommendations on budget performance.
- Improves the financial performance of properties by increasing revenue and controlling expenses.
- Identify, research, and coordinate maintenance needs with vendors/contractors as needed, by negotiating contracts, monitoring progress, and completion.
- Overseeing leasing activities to ensure that all goals are being met and recertifications are performed on time.
- Meeting staffing needs by hiring Community Managers and Maintenance Technicians. Filling in on-site as a Community Manager when needed.
- Traveling to Oklahoma and Kansas portfolio on a regular basis.
MINIMUM KNOWLEDGE SKILLS AND ABILITIES REQUIRED:

- Leadership skills, and the ability to lead others in delivering outstanding customer service.
- Ability to develop and maintain property budgets.
- Organizational skills and attention to detail.
- Excellent time management skills with a proven ability to meet deadlines.
- Strong knowledge of the latest local, state, and federal housing regulations guidelines related to affordable housing and tax credit.
- The ability to enforce Fair Housing rules and regulations.
- The ability to be resourceful in solving problems while maximizing resources.
EDUCATION AND EXPERIENCE REQUIRED:
- Must have five or more years of property/real estate management experience.
- Two or more years’ experience in management positions required.
- HCCP or comparable tax credit housing certification preferred.
- Tax Credit Specialist (TCS) preferred.
- Bilingual
