Job Description:
Valiant Harbor International is seeking an experienced Science and Technology (S&T) Coordinator (Program Manager): to support our efforts for a high-profile program within the Office of Naval Research (ONR). The successful candidate will oversee and coordinate scientific and technical efforts for government research programs, manage a team of scientists and engineers, and provide executive-level support to senior government officials. The role requires technical proficiency, strong leadership skills, and extensive experience in managing research teams within a defense-related context.
Job Responsibilities:
- Lead and manage a team of scientists and engineers working on Government contracts related to ONR Science and Technology (S&T) programs.
- Oversee day-to-day activities and ensure the team meets project milestones and objectives.
- Provide guidance and strategic direction in the areas of life sciences, social sciences, or human-systems integration.
- Establish and implement process improvements and training programs for junior staff.
- Coordinate and manage outreach events to promote research efforts.
- Develop and synthesize technical reports, summarizing complex material for senior government executives.
- Collaborate with ONR program officers and science advisors in the context of S&T technology development.
- Provide executive-level support to Government Senior Executives, preparing briefings, reports, and other materials.

Job Requirements:
- Must have a current TS-SCI Clearance or the ability to obtain a TS-SCI clearance prior to award.
- Doctor of Philosophy (PhD) plus ten (10) years of relevant work experience, OR Master’s Degree plus twenty (20) years of relevant work experience in at least one of the following research disciplines: Life Science (e.g., biology, physiology, neuroscience), Social Science (e.g., psychology), or a domain related to Human-Systems Integration or related science.
- Extensive knowledge of the Navy’s Science and Technology (S&T) programs and a demonstrated understanding of the organizational structure and functions of the Naval Research Enterprise (NRE), including the roles of ONR program officers and science advisors in S&T technology development.
- Ability to lead complex research projects and manage cross-functional teams.
- Recent experience managing a team of scientists and engineers working on Government contracts.
- Strong leadership, interpersonal, organizational, communication, and analytical skills, with demonstrated success in implementing process improvement initiatives, training programs, and outreach events.
- Ability to read, analyze, and synthesize technical material effectively.
- Recent experience providing support to Government Senior Executives.
Desired additional qualifications:
- DAWIA certification or Federal Acquisition Certification for Program and Project Managers (FACP/PM) certification, or commercially available Project Management Certification (PMP) is desired.
- Ten (10) years of experience in developing and supporting Naval S&T programs.
Salary Range: $120,000 - $165,000
