We are seeking a Senior Program Manager to lead and oversee a high-visibility DISA program, ensuring the successful execution of all contractual requirements. The Program Manager will be responsible for personnel management, strategic planning, and coordination of all program activities while maintaining compliance with DISA PEO-Spectrum and ValidaTek business processes. This role requires a proactive leader with strong program execution experience, exceptional customer relationship management skills, and a deep understanding of DoD contracting, financial management, and risk mitigation.
Responsibilities
Program Leadership & Execution
- Oversee the planning, execution, and delivery of all program activities in alignment with mission goals, procedures, and policies.
- Ensure all contract Performance Work Statement (PWS) tasks are proposed, planned, and executed in a technically sound, low-risk, and resource-efficient manner.
- Develop and implement long-term program strategies, objectives, and performance metrics to drive operational success.
- Ensure program compliance with all corporate ISO and CMMI quality standards, legislation, and professional requirements.
Customer & Stakeholder Engagement
- Establish and maintain strong customer relationships, ensuring exceptional service delivery and satisfaction.
- Engage with clients and stakeholders to gain community support, gather feedback, and implement program improvements.
- Communicate program updates effectively, ensuring stakeholders are well-informed of progress, risks, and key milestones.
Financial & Risk Management
- Manage program budgets, ensuring all financial activities align with government contract requirements and internal accounting policies.
- Provide necessary financial data to support invoice generation and submission per established timelines.
- Identify and mitigate risks, ensuring all program activities comply with DoD security and compliance standards.
Team Leadership & Performance Management
- Recruit, mentor, and manage a team of highly qualified staff to ensure program success.
- Provide direction, feedback, and professional development opportunities to enhance team performance.
- Foster a positive, collaborative, and high-performance culture, encouraging teams to exceed customer expectations.
Program Monitoring & Reporting
- Track and report program progress, cost, risk, and key milestones in accordance with DSO and ValidaTek processes.
- Develop and maintain comprehensive program documentation, including reports for both government and corporate leadership.
- Conduct regular program evaluations, identifying strengths and areas for improvement.
- Ensure all program deliverables are provided on time and meet contractual requirements.

- Ensure exceptional performance ratings and exceed customer expectations.
- Continuously improve program operations, adjusting strategies as needed to maximize efficiency and effectiveness.
- Proactively address risks and challenges, implementing changes to optimize program success.
- Maintain a strong, collaborative leadership approach to drive team motivation and customer satisfaction.
- Stay updated on industry best practices and obtain relevant training and certifications to enhance program performance.
Qualifications
- Master’s Degree -preferred – Equivalent combination of education and experience may be considered.
- PMP Certification - required.
- DoD Secret Clearance with the ability to obtain a Top Secret clearance.
- 8 years of Program Management experience, must have experience leading infrastructure and software development teams
- DoD program management experience - preferred.
- Experience in government contracting, financial management, and risk assessment.
- Strong understanding of DoD acquisition processes, compliance requirements, and program execution best practices.
- Must be able to travel to Annapolis, MD and Ft. Meade, MD.

USD $160,000.00/Yr.Posted Max Pay Rate
USD $190,000.00/Yr.Salary Disclosure
Actual salary will be based on a variety of factors including but not limited to experience, geographic location, contract affordability, internal equity, education, and certifications. The upper end of the salary range may be reserved for individuals who have demonstrated tenure with the company, seniority, and proven excellent performance.
