BOND PROGRAM TECHNICIAN
Title: Bond Program Technician Reports To: Director of Operations or Designee

DESCRIPTION OF POSITION:
The Bond Program Technician under the direction of the Director of Operations or designee performs a variety of duties related to construction and facilities projects including communication, budget, coordination between District site administrators, contractors, construction managers, architects, consultants and building officials. Maintain accurate cost accounting records including records necessary for audits by the Office of Public School Construction for state funded projects. The Bond Measure duration is approximately 10 years; there, this position will terminate upon completion of all Bond Measure projects.
REPRESENTATIVE DUTIES:
- Communicates with contractors, district staff and others seeking information about bond projects. Schedules meeting and assists in managing related documentation for new construction and renovation projects. E
- Prepares all facets of communication documents required for project scheduling, phasing, and sequencing. E
- Records action of bond meetings, major planning, and design meetings. E
- Organizes, schedules, and coordinates construction administration for all phases of design including; schematic design, design development, and construction documentation. E
- Maintains documentation of construction; program, drawings, project manual log, and project work flow. E
- Organizes, files, and maintains standard contract forms and related documents. E
- Develops, maintains, and revises systems and procedures related to office organization. E
- Maintains bond project filing system and assists in the set up and administration of project files and binders. E
- Works with and assists in overseeing the bidding process and contract awards through preparation of bid forms, documents, contract forms, project manuals, and other activities associated with the construction procurement process from conception to completion. E
- Tracks contract bonds, insurance certificates, and other legal forms and notices. E
- Processes and logs all documents related to Stop Notices and Releases, Certified Payroll issues, contractor license issue and Securities in Lieu of Retention escrow agreements and retention payments, E
- Maintains files related to bond disputes, bond arbitration and bond litigation. E
- Prepares and monitors requisitions, change orders, contract amendments, and budget transfers. E
- Reviews invoices and pay applications for accuracy, and prepares for payment. E
- Maintains bond webpage with current and relevant information related to the bond. E
- Attend meetings and workshops, as provided by the District. E
- Performs other related duties as assigned.
EDUCATION AND CREDENTIALS:
- Associates Degree preferred.
- Three to five years previous office work experience in related field
KNOWLEDGE SKILLS AND ABILITIES:
KNOWLEDGE OF:
- Construction bidding and procurement processes-
- Basic legal requirements for contract documents including; bid advertisements, contract forms; bonds, Insurance certificates, Stop Notices, and Completion Notices.
- Modern office methods, practices, and procedures including computer systems and software Basic bar chart construction-scheduling techniques.
- Standard construction documents and logs including: transmittals, requests for information, submittals, requests for proposals, change order proposals and change orders.
- Division of the State Architect requirements, California Department of Education and Local code requirements.
- Read architectural drawings.
ABILITY TO:
- Operate a computer and related software such as Microsoft Word, Excel, and PowerPoint.
- Work independently without specific instructions.
- Communicate effectively using tact, patience and courtesy.
- Effectively plan and organize work.
- Prepare, maintain and keep schedules for time sensitive bidding and contract requirement for bond projects.
- Write and work-process clear, coherent and effective correspondence and meeting minutes and notes for planning and progress meetings-
- Maintain organized files of bond projects documents.
- Transcribe notes rapidly and accurately.
- Type accurately at a rate of not less than 45 words per minute.
- Create, maintain or improve the department filing systems / Architectural plans and records. Work overtime as necessary.
LICENSES AND OTHER REQUIREMENTS:
- California Class C Driver's License
