SUMMARY/GENERAL DESCRIPTION OF POSITION:

Under general direction of the Deputy Director of Operations, the Training Commander is responsible for all aspects of organizing, planning, and managing the training and quality improvement/assurance programs for the Salt Lake Valley Emergency Communications Center.

ESSENTIAL DUTIES & JOB FUNCTIONS:

  • Communicates effectively with all Center personnel in both written and verbal format
  • Provides direct supervision for Operations Training Supervisors and all training and quality assurance team personnel.
  • Responsible for scheduling training personnel with the exception of Operations Training Supervisors.
  • Works with technical services to manage Learning Management System, quality assurance system, and projects related to training and quality assurance system, and projects related to training and quality assurance
  • When necessary, assumes immediate control of emergency situations to act as the incident command representation for for SLVECC
  • Must have a working knowledge of the operations floor functions and be able to function as a Communications Officer when necessary to ensure the smooth operation of the of the Center
  • Works with the data analytic chair to identify trends in performance. Facilitates the development of focused in-service trainings based on data results
  • Functions as the liaison between training, quality assurance personnel, and the Deputy Director of Operations.
  • Meets with the Deputy Director of Operations and Commander team to ensure the proper dissemination of information that relates to inter-agency protocols and operation of the Communications Center. Advises Deputy Director of Operations of incidents regarding personnel which may result in disciplinary actions
  • Meets with Commander team to make recommendations for the development or revision of new and/or existing policies and procedures
  • Incorporates, supports, and abides by executive team
  • Responsible for maintaining discipline of training and quality assurance personnel using established policies, procedures and protocols and maintains accurate records of all corrective actions with personnel. Includes the Deputy Director of Operations and Human Resources Coordinator to maintain consistency through all personnel
  • Responsible for ensuring Center operations are carried out appropriately as per policies, procedures, and protocols and in line with the Center’s mission and values
  • Responsible for conducting regular quality improvement/assurance evaluations and to ensure that all policies, procedures, protocols, and standards are being adhered to and met by assigned personnel. Verifies assigned personnel are completing all required training, sign off forms, and any requirement set by the Deputy Director or Commander team
  • Responsible for establishing performance criteria and setting and reaching goals and standards for the Center and its employees as requested. Responsible for completing performance evaluations on assigned personnel in an accurate and timely manner
  • Under the direction of the Deputy Director of Operations, and in coordination with the Commander team, develops and facilitates training solutions to fit the needs of operations personnel based on identified areas of improvement
  • Collaborates with Human Resources to create and implement programs focused on employee career advancement and development
  • Responsible for trouble-shooting technology issues prior to notifying technology services on-call staff. Will make calls for repair or maintenance of all Center equipment, when necessary, along with maintaining the equipment trouble-shooting log
  • Responsible for investigation of incidents within the scope of authority and makes appropriate recommendations to the Commander team and Deputy Director of Operations
  • Attends Supervisor meetings and other meetings as required
  • Ability to work on any shift, any day of the year including holidays, and to work mandatory overtime as necessitated by events of the day or for anticipated heavy service load events/shifts.
  • Performs other related work as required by the Deputy Director of Operations
  • Other duties as assigned

COMPENSATION & BENEFITS

The anticipated hiring salary range is $91,000 - 104,500, depending on qualifications and experience. The successful candidate will be offered a full benefits package including participation in the Utah Retirement System, health, dental and vision insurance coverage, Deferred Compensation, Flexible Spending (Health Savings Account), long-term disability and life insurance, paid time off, professional development support and other benefits as identified and approved by the SLVECC Executive Director and Board of Trustees.

WORKING CONDITIONS:

  • While performing the duties of this job, the incumbent is regularly required to talk and hear.
  • The employee is required to frequently sit, stand, and walk; hand dexterity with ability to operate a computer; reach with hands and arms.
  • The employee may occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this position include close vision, distance vision, peripheral vision, depth perception and the ability to focus. Clear, understandable speech is required.
  • Must be available to work 24/7. Work schedule requires possible nights, evenings, weekends, and/or holidays.
  • Work may be confined to an immediate work area or, may require traveling to locations other than the location of SLVECC within Salt Lake County.
  • Work involves sensitive telephone contact with the members of the public, who may be hostile, emotional, unstable, or mentally distraught.
  • Must be able to handle and deal with stressful situations in an appropriate and effective manner.


JOB REQUIREMENTS (Education, Experience, Professional Affiliations)

Mandatory:

Must have eight years of full-time experience as a Communication Officer in a public safety dispatch center with two (plus) years supervisory experience in a similar sized dispatch center. Graduation from an accredited four-year college with a bachelor’s degree in public or business administration, or a closely related field, is required. Work experience may be substituted for educational requirements. There is no substitution for the required supervisory

  • Understand theory, principles, practices techniques and technology in the field of emergency communications for a large public safety
  • Demonstrated understanding of policies and procedures of various fire, police, and emergency services user agencies as they pertain to emergency
  • Knowledge of federal, state, and local laws applicable to areas of
  • Have a working knowledge of research methods and analysis
  • Knowledge of principles and practices of effective human resource management and
  • Demonstrated experience with the principles and practices of sound business
  • Must complete the SLVECC leadership program before they are considered as a
