The Manager, Engineering and Design (PE) is responsible for overseeing and managing Valley Metro's Engineering and Design Department which includes planning, design and construction of transit facility projects, such as bus and rail maintenance facilities, park-and-rides, transit centers, bus stop improvements and rail facility modernization, upgrades and rehabilitation. The Manager, Engineering and Design is responsible for managing the design standards, specifications and guidelines for rail corridors and transit facilities; along with design review of rail corridor projects; art program development and maintenance and urban design guidelines; right of way acquisition support; and coordination and design review of developer projects. This position reports to the Deputy Director, Construction and is a department within the Capital Development Division.

  • Bachelor's Degree in Engineering or related field
  • Registration as a Professional Engineer (P.E.) 
  • Five (5) years of applicable experience managing planning, design, and construction of capital projects; transit project experience highly desirable
  • Two (2) years of supervisory experience
  • Demonstrated ability to organize heavy and complex workloads, establish and adjust priorities, and accomplish objectives within established scopes, budgets, and schedules
  • Knowledge of design and construction regulations and standards
  • Must possess technical and procedural writing skills, as well as excellent verbal and presentation skills
  • Intermediate to Advanced computer skills (Word, Outlook, Excel, and PowerPoint)
  • Or an equivalent combination of education and experience sufficient to successfully perform the essential duties listed may be considered

Licenses and Certifications:
Registration as a Professional Engineer (P.E.) in the State of Arizona is preferred

  • Work is performed with considerable independence within established policies, procedures, and practices.
  • Supervises the work and work products of engineering staff, consultants and/or related project contractors ensuring quality work products and timelines are met.
  • Develops objectives, assigns and monitors work, and evaluates employee performance relating to objectives, standards, policies, procedures, and laws.
  • Provides direction to staff in technical and construction lines of work for the successful completion of capital improvement projects. Ensuring all governmental and private agencies (stakeholders, cities, utility companies, etc.) are represented during the design and construction processes.
  • Coordinates designs with other divisions and departments to assure effective interfaces.
  • Manages and participates in the development and implementation of goals, objectives, policies, and priorities for the assigned projects and services.
  • Attends and participates in regional group meetings for MAG and Maricopa County, and on Valley Metro's Technical Review Advisory Committee and Safety Certification Committee, as requested by the Deputy Director, Corridor Development.
  • Provides updates to the design criteria manual, standard specifications, standard drawings and other standards for Valley Metro's bus and rail projects. Oversees the development of the urban design guidelines and accessibility requirements.
  • Develops engineering designs and costs estimates, particularly for smaller projects and upgrade projects (e.g. park-and-ride expansions, pavement repairs at Valley Metro facilities, etc.).
  • Oversees all aspects of project implementation, including development of design and construction for a given project, and ensures compatibility and consistency within the overall program.
  • Provides technical analysis and review in support of projects associates with Valley Metro's project development and design and construction.
  • Provides guidance for the Public Art Program and resources and support for the Public Arts Administrator. Acts as a liaison between the Arts Program, Corridor Development Group and other Divisions.
  • Establishes and manages effective internal and external communication and coordination with Valley Metro departments, consultants, contractors, and member agencies.
  • Performs other duties of similar nature and level as assigned.

KNOWLEDGE AND SKILLS
Knowledge of:
Management principles and practices.
Transit operations.
Civil engineering, architectural design and systems design and construction.
Project budgets, estimating and related documents.
Local, regional, state, and federal agencies, groups and organizations involved in transit planning and development.
Laws, codes, regulations, and legal requirements related to public transportation.

Skill in:
Using computers and related software applications; Intermediate to Advanced computer skills (Word, Outlook, Excel, and PowerPoint).
Monitoring and evaluating employees.
Prioritizing and assigning work.
Delegating responsibility and authority to project staff.
Representing Valley Metro to legislators, civic groups, regulatory agencies, and others in the community.
Coordinating the knowledge and efforts of Valley Metro staff.

Effective communications and interpersonal skills to establish and maintain effective working relationships with Valley Metro leadership, member city representatives and transit constituencies.

Written communications such as preparing Board reports, technical reports, scopes of work, project management plans, interagency agreements, meeting summaries, and other reports as required.
Preparing and delivering oral presentations.
Communicating in order to interact with co-workers, supervisor, and the general public at a level sufficient to exchange or convey information and to receive work direction.

Physical Demands:
Mobility to work in a typical office setting, use standard office equipment, and to drive a motor vehicle in order to visit work sites and attend meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
  
Work Environment:
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Salary : $119,113 - $178,670
