Job Title: Fiscal Analyst

Hourly Range: $33.00 – $35.00
The successful candidate will work with guidance for 6 months to a year with the Fiscal Team. This is an excellent opportunity for someone with fiscal experience who is looking for advancement with enhanced training.

Founded in 1980, Valley Oak Children’s Services, Inc. (VOCS) is a strength-based community organization with a mission of "Touching the H.E.A.R.T. of Children, Families, and Our Community through: Health, Education, Advocacy, Resources, and Training services." VOCS has a budget of $20 million with 40 staff located in Butte County.
Details:
The Fiscal Analyst is an integral part of VOCS. The successful candidate will be a hands-on and participative manager to support finance, grant management, business planning, budgeting, and acting as a liaison to external auditors. Experience with non-profit finance management is preferred. The Fiscal Analyst will play a critical role in partnering with the senior leadership team in strategic decision making as VOCS continues to enhance its quality programming and build capacity.
Conduct, Attendance, and Performance Expectations:
All employees are expected to work cooperatively with others, maintain regular, consistent, predictable attendance, and possess integrity, initiative, dependability, and good judgment.
Work Environment:
This position works in a temperature-controlled office with artificial lighting, exposure to computer screens, and other basic office equipment. It operates in a fast-paced environment under deadlines and may require flexibility to work select weekends as needed. The position comes with a private office. Daily use of a personal computer and telephone is required, and it may involve several hours of reviewing documents in electronic and hard copy formats.
Responsibilities:
Financial Management:
- Prepare, analyze, and present accurate and timely financial reports, including bank reconciliations, grant reports, and financial statements.
- Lead the annual audit process, liaise with external auditors and the finance committee of the board of directors.
- Oversee and lead the annual budgeting and planning process in conjunction with the CEO and Fiscal Accountant.
- Manage organizational cash flow and forecasting.
- Implement a robust contracts management and financial management/reporting system.
- Update and implement necessary finance policies and accounting practices.
- Effectively communicate and present critical financial matters to the CEO and board of directors.
- Work closely and transparently with all external partners, including third-party vendors and consultants.
- Oversee administrative functions and facilities to ensure efficient and consistent operations.
- Process Accounts receivable (AR) tasks, banking and bank relations, cash receipts, and deposits.
- Process all aspects of their job including back-up for attendance processing.
Qualifications:
- A minimum of a Bachelor’s degree is preferred, with an MBA or CPA being a plus.
- 7–10 years of overall professional experience, including grants management, with ideally 6 years of broad financial and operations management experience, preferably in a non-profit setting.
- Technology-savvy with experience using various software platforms, including Financial Edge.
- Commitment to training programs that maximize individual and organizational goals.
- Excellent communication and relationship-building skills.
- Advanced proficiency in Microsoft Excel, including complex formulas, pivot tables, and data analysis.
- A multi-tasker with the ability to wear many hats in a fast-paced environment.
