Valley Water is searching for top-tier candidates to fill this exciting opportunity.
Overview:
The Procurement Specialist in Valley Water's Purchasing and Contracts Unit will independently facilitate the competitive procurement of goods and general services in support of all Valley Water business areas. Working directly with project managers, counsel's office, and management, this position is responsible for the effective facilitation of complex procurements, including the development of scopes of work and specifications, determination of appropriate sourcing methodologies, creation of bid and proposal solicitation packages, evaluation of bids and proposals, and contract negotiation.
This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
Key Responsibilities include, but are not limited to:
- Facilitate the procurement of high-dollar goods and services, evaluate solicitation requirements, define appropriate solicitation methodology, and execute procurement processes.
- Analyze and evaluate bids and proposals, purchase requisitions, specifications, and other purchasing-related documents.
- Work with project managers to understand business needs, develop scope of work and specifications, and provide ongoing communication, updates and progress reports.
- Establish and maintain highly effective working relationships with Valley Water managers, staff, suppliers, vendors and others encountered in the course of work.

Ideal Experience:
- Five (5) years of experience leading the procurement of goods and services.
- Experience overseeing and conducting large and formal bidding processes.
- Experience working with project managers to develop scopes of work and negotiate professional service contracts.
- Experience with Enterprise Resource Planning (ERP) systems and/or procurement software; full e-procurement functionality is a plus.
- Experience and familiarity with the Public Contract Code are ideal.
Ideal Skills and Abilities:
- Work with interdisciplinary teams including project managers, counsel, and management to achieve common goals and objectives.
- Exercise appropriate initiative and judgment in resolving procurement issues.
- Communicate effectively (both verbal and written).
- Excellent customer service skills.
Ideal Knowledge:
- Detailed knowledge and understanding of public procurement laws and regulations.
- Principles, practices and techniques of drafting and administering standard purchase agreements.
- Application of Enterprise Resource Planning (ERP) systems and/or automated purchasing systems.
- Record keeping practices and procedures related to a purchasing function.
Ideal Training and Education:
- Equivalent to a Bachelor's degree from an accredited college or university with major course work in Business, Supply and Purchasing Administration.
- Certified Professional Public Buyer (CPPB) is ideal - but is not required.
Required License or Certificate
