Program Manager - PowerPed Outreach Program

About the Position

The Program Manager will oversee the PowerPed Outreach Program designed to promote public participation, enhance traffic and pedestrian safety, and reduce pedestrian-involved fatalities in targeted communities across Chicago, Peoria, and Sangamon County. This role involves managing program staff, fostering relationships with community organizations, and ensuring the successful implementation of outreach strategies that prioritize culturally relevant, community-led solutions.

This is a full-time, grant-funded role, renewable annually based on funding availability, with occasional evening or weekend commitments for community events.

Key Responsibilities

Program Leadership & Management

• Lead and oversee implementation of PowerPed Outreach Program
• Motivate and supervise program staff and community volunteers
• Build and maintain strong partnerships with community organizations, local governments, and stakeholders
• Manage program budgets, timelines, and resources
• Prepare detailed monthly reports for funders
• Manage collection of qualitative and quantitative data
• Build and share knowledge base on pedestrian safety and public engagement

Outreach & Engagement

• Facilitate trust-building outreach for community engagement
• Guide staff in grassroots outreach strategies and facilitation practices
• Ensure execution of culturally relevant approaches to data collection
• Develop and strengthen relationships with stakeholders, including local governments, community and resident organizations
• Serve as primary point of contact for program and community partners
• Facilitate regular communication and feedback for all stakeholders
• Ensure public participation goals are met including survey data collection

Required Skills & Experience

Education: Bachelor’s degree in public administration, urban planning, social work, or a related field. Master’s preferred.

Minimum of 5 years in program management, grassroots outreach, community engagement, or public safety initiatives.

• Strong leadership skills with experience managing diverse teams and fostering collaboration.
• Knowledge of traffic and pedestrian safety, a plus
• Strong facilitator and communicator for community groups and presentations
• Experience with cross-cultural engagement and communication
• Strong technical skills with Microsoft Office, Asana and SurveyMonkey
• Valid U.S. driver’s license and access to a personal vehicle for travel in Chicago and to Peoria and Springfield, IL (compensated at federal rates).
• Fluency in English required; Spanish fluency a plus
• Flexibility to work some evenings and weekends

Employment & Working Conditions

• Salary $65,000 - $75,000 commensurate with experience.

• Work will take place in Chicago, with periodic travel to Peoria and Springfield, IL
• Work Schedule: Standard 8-hour shift, 9am to 5pm and occasional evenings and weekend hours as needed
