What are the responsibilities and job description for the Registered Nurse-Recruiter position at Veterans Health Administration?

The RN Nurse Recruiter is responsible for the execution and oversight of a nurse recruitment and retention program and other activities associated with that maintenance of a highly competent nursing workforce. The Nurse Recruiter demonstrates clinical expertise, leadership, and creative approaches to assist with allocation of nursing resources to assess, plan, coordinate, implement, and evaluate recruitment and retention efforts.

Qualifications:

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. HPTs who are on track to graduate/complete the requirements should respond as if they have met the requirements. Provide details in the narrative sections of the assessment.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
  • MSN or DNP
  • At least 2 or more years of nursing experience in the VA demonstrating progressive leadership, accountability, reliability, and excellent team building.
  • Excellent communication skills, computer skills, mentor experience
  • BLS and ACLS Instructor certificate are preferred
  • Certification: CHNR
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
  • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
  • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: Lifting up to 35·pounds for 8-12 hours, intermittently, moderate carrying (15-35 pounds) for 8 to 12 hours, intermittently, lifting over 35 pounds with assistive devices in accordance with the Safe Patient Handling Policy except in emergent situations requiring prompt patient care, pulling for 8 to 12 hours intermittently, pushing for 8-12 hours, intermittently, reaching above the shoulders for 8-12 hours, intermittently, both hands required, walking 8-12 hours, intermittently, standing 8-12 hours intermittently, kneeling 8 to 12 hours, intermittently, repeated bending for 8-12 hours, intermittently, climbing and use of both legs and arms for 8-12 hours, intermittently, both legs required, near vision at 13 to 16" Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other eye, ability to distinguish basic colors, hearing aid permitted, twisting, simple grasp and fine manipulation.

Responsibilities:

Collaborating with Nursing Leadership on new hires, orientation, VA-STEP/RNTTP programs, and educational opportunities for staff. The Nurse Recruiter collaborates with nursing leadership and the Staffing Coordinator to insure staffing levels are maintained through nurse retention and professional growth opportunities and maintains systems to account for staffing levels. He/she serves as a resource to staffing methodology to include data review, collection, input, and presentation. Incumbent would be responsible to maintain all nursing functional statements and position descriptions, match qualified candidates with job opportunities, coordinate resource requests, and research issues impacting nurse retention and recruitment. The Nurse Recruiter would design and implement recruitment campaigns, job fairs, and presentations, maintain working relationships with academic partners, and serve as a subject matter expert and point of contact for nurse recruitment, hiring issues.
The registered nurse is responsible for coordinating recruitment and retention programs and other aspects of the maintenance of a highly competent workforce for Nursing Services. Specific duties include but are not limited to:
Acting as a liaison between Nursing and Human Resources Management Service (HRMS) with all aspects of the hiring process. Collaborating with nurse managers to facilitate accurate functional statements and selection and hiring of quality staff for specific positions in the medical center. Assisting in the completion of Resource Management Committee (RMC) requests and job postings. Assisting selected candidates with the hiring and in obtaining required documents to assist in the Nurse Professional Boarding process. Developing, maintaining, and evaluating marketing strategies for recruitment and retention. Planning advertisements utilizing direct mailings, internet, networking and social media. Collaborating with HRMS daily. Collaborating with Equal Employment Opportunity (EEO) department and HRMS quarterly to develop and execute a plan for recruitment that addresses diversity issues.
Understanding computer basics and data warehouse programs for RN turnover (Pyramid analytics and VSCC). Submitting Recruiter reports timely as directed: vacant position report weekly every Friday, monthly recruiter report, RN Turnover (SAIL). Working with the Nursing Automated Data Processing Applications Coordinator (ADPAC) to maintain an accurate nursing organizational chart. Performing additional duties as assigned.
