Responsibilities
This position serves as the Cost Estimation Advisory and Assistance Services (A&AS) Cost Estimator for the Defense Threat Reduction Agency (DTRA), Cooperative Threat Reduction (CTR), Program Integration Department (CT-PI). CTR supports U.S. national security by preventing the acquisition, proliferation, and use of WMD, related materials, technologies, and expertise. The cooperative nature of CT's efforts contribute to stability, cooperation, and expanding U.S. influence in partner states and their regions. PI's Department provides support to the entire CTR directorate and offices in 22 countries in the following areas : manpower / human capital, training, travel, knowledge and records management, acquisition, onboarding, export control, records management, cost support controls, and property / facilities.
The PI A&AS Cost Estimator is part of the A&AS team of Cost Estimation SMEs with varied levels of experience providing cross-matrixed support to the entire CTR directorate for all acquisition related cost activities including but not limited to developing Rough Orders of Magnitude (ROMs), Independent Government Cost Estimates (IGCEs), and Independent Cost Evaluations. The Cost Estimator will collaborate with the Cost Estimation A&AS Team Lead to work directly with the USG Management Support Specialist and supports the PI Department Chief, CT Director, CT Lead or Leadership, and engages with PI A&AS Department Team Lead and Deputy. This is a critical role and as such is expected to provide thought leadership, contribute on several simultaneous cost estimation and budget analysis projects, and take an active role in client engagement, execution, and assist in project management.
Duties
- Independently prepare and present Independent Government Cost Estimates (IGCEs) of medium complexity for customer review.
- Provide analytical support in cost analysis and cost estimation.
- Work collaboratively as part of a team on several cost estimation and cost evaluation projects simultaneously.
- Provide expertise to assist with the development of cost estimation deliverables including but not limited to IGCEs, Rough Order of Magnitude estimates (ROMs), and proposal cost / price analysis.
- Support source selections through cost reasonableness and realism determinations.
- Conduct research and analysis of the current market and other agency purchases of similar products and services, review historical prices, perform comparative analysis to similar programs, and obtain pricing data to facilitate the development of realistic program costs.
- Collect and analyze data in order to estimate the time, money, materials, and labor required to complete a project and / or procure a product.
- Develop baseline cost estimates for projects or products that are used frequently (i.e., general cost of paving, etc.). Support the development of metrics to track the cost estimate versus the actual cost and to create mitigation strategies to resolve differences.
- Develop and refine cost estimates by analyzing historical data and applying quantitative models, techniques, tools and databases to predict future program costs.
- Collect data to develop parametric cost estimates.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $84,700.00 - USD $132,325.00 / Yr.
