Duties Description Under the direction of a Business Systems Analyst 2, SG-23, the Business Systems Analyst 1 is responsible for assisting management in analyzing administrative, information technology, and managerial issues hindering the effective and efficient operation of the organizational units and the Agency’s mission and assist with identifying solutions for these issues. The duties of this position include, but are not limited to the following: • Function as a liaison between OVS, Office of Information Technology Services (ITS), its claims processing application vendor, and other state agencies that share connectivity with OVS systems. • Provide end user support for the Victim Services Portal (VSP), including but not limited to updating, modifying, and deleting accounts; triaging user account issues and submitting incident tickets to ITS; and providing training and technical assistance to end users. • Develop and update business process workflow documents. • Develop business requirements for claims processing application.• Coordinate user acceptance testing following updates to the core claims processing application, the agency’s SharePoint site, and other agency systems as needed. • Work with senior management on specialized projects which may involve business process changes. • Perform business analysis functions for new projects and develop project requirements. • Use SQL to query the agency’s claims database to produce regular and ad hoc reports. • Update policies and procedures that pertain to the core claims processing application.• Identify and document the scope of business process changes or enhancements required based on changes to federal, state, or local laws, statutes, and regulations. • Perform other duties as assigned.

In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
