JOB DESCRIPTION
Program Manager
The Director of Programs and Operations is responsible for overseeing and coordinating clinical services offered to residents, including mental health and substance abuse services. This includes providing clinical services assigned residents in assigned programs.
Status: Exempt
Reports To: Development Director
Qualifications/Job Requirements:
1. Bachelor’s in social work, Counseling or related Human Services degree and direct care, counseling, supportive services, and case management experience with dually diagnosed adults required. Drug and alcohol addictions experience preferred.
2. The candidate must pass a Criminal Record History Clearance and a drug test as well as possess a valid Driver's License.
3. Experience working with dually diagnosed adults in mental and addictions setting preferred.
4. Experience providing education, preventative, and supportive services and case management.
5. Experience treating residents with addictions and psychiatric diagnosis preferred.
6. Computer skills.
1. Clinical Knowledge and Skills – application of specialized clinical knowledge and advanced clinical skills in the areas of assessment, diagnosis, and treatment of mental, emotional, and behavioral disorders, conditions and addictions, including severe mental illness and serious emotional disturbances in adults. Treatment methods include the provision of individual, marital, couple, family, and group therapy and psychotherapy. Application of the Diagnostic and Statistical Manual of Mental Disorders (DSM), the International Classification of Diseases (ICD), and other diagnostic classification systems in assessment, diagnosis, and other activities.
2. Rapport – Able to develop a rapport with residents in order to maximize the effectiveness of the various psychotherapeutic programs out residents participate in.
3. Communication - Able to give clear information, orally and in writing, listen effectively, negotiate, and get unbiased information. Communicate effectively and professionally with all customers, including residents, relatives of residents and any other referring body representative or payor.
4. Teamwork/Team Leader – Able to organize the area of responsibility, form teams to accomplish tasks, identify opportunities to work with others, and create a harmonious work environment. As a leader within the Treatment Team, impart clinical knowledge and expertise in a manner congruent with providing goal-directed and team-oriented services to residents

Essential Functions
- Perform intake/admission functions for assigned homeless men to include collecting psychosocial information, completing intake forms, assigning resident case loads.
- Provide counseling, education, preventative, and supportive services and case management to homeless men. Maintain case management notes.
- Act as a liaison to accompany residents to various planned meetings, appointments as necessary.
- Promotes, represents, delivers the Victory House “brand” in every form of communication or interaction with stake holders, businesses, residents, referral agents, county and private agencies, hospitals, the federal government, volunteers, donors, businesses, neighbors, etc.
- Provide emergency treatment services at Victory House as situations arise.
- Manage partner relationships and ensure the quality of care received through collaborative effort is effective.
7. Meet regularly with assigned residents for the purpose of evaluating needs and developing a plan for care.
- Communicate, via phone, fax, computer and face-to-face, regularly with the 3rd Party and public agency workers and submit reviews/reports to the customers as needed.
- Act as Treatment Team Leader and meet once a week to develop program, treatment strategies, including treatment planning and facilitate discharge planning and Admissions Screenings.
- Provide psychosocial information and treatment plan updates to house staff and others to provide goal-directed and treatment oriented services to homeless men as necessary.
- Transport residents in agency owned vehicles or in one's own vehicle when necessary or through other forms of public transportation as necessary.
- Develop, maintain and ensure the agency is represented in a professional manner to county, state, and federal agencies, as well as to any other organization, institution or individual with whom workers have contact.
13. Attend meetings with various agencies as necessary.
- Participate with supervision/administration in developing, implementing and evaluating programs and services to maintain progressive and effective programming on a quarterly basis.
- Examine self, methods, and relationships critically to maintain behavior leading toward open, direct communication with others.
- Ability to be flexible in scheduling to accommodate treatment needs during evenings and weekends.
- Perform psychosocial assessments, treatment planning, and discharge planning.
- Perform all assigned administrative tasks relating to the intake, admission, discharge, treatment planning, case management, funding and quality assurance of tasks of residents.
- Perform On-Call duties including direct management of the population as necessary.
- Possess knowledge and ability to carry out all emergency procedures, i.e.: fire, CPR, poison control, etc.
- Provide minor First Aid treatment to homeless men as necessary.
- Meet on an as needed basis to advise and update the Victory House Management about programs and services, etc.
Marginal Functions
- Supervise student interns as appropriate.
- Annually attend 24 hours of in-service training, conferences, workshops, etc. in order to continually up-date treatment modalities and skills.
- All other duties as assigned by the Development Director.
Physical and Sensory Requirements:
1. Must have the ability to sit, stand, and/or walk for extended periods of time during the entire shift.
2. Must have the ability to balance, climb, crouch, feel, finger, grasp, kneel, lift, pull, push, stoop, and reach above shoulder level.
3. Must have the ability to sustain repetitive movements for a limited period of time. (I.e.: one-two hours)
4. Must have the ability to lift/carry up to a maximum of 50lbs.
5. Must have the ability to receive detailed information through oral communication.
6. Must have the ability to see as it relates to general and near vision.
7. Must have the ability to express or exchange information by means of spoken word. Must have the ability to read, understand, speak, and write English. Bilingual skills helpful.
8. Must have the ability to operate automotive equipment, travel, and work under limited supervision.
9. Must have the ability to work in both internal and external environmental conditions for extended periods of time. (i.e. eight hours)
