JOB SUMMARY
The Emergency Management Coordinator reports to the Deputy Chief of Operations, and performs highly responsible administration work, including, but not limited to, planning, coordinating, implementing, and evaluating a variety of emergency services programs related to emergency management, natural and man-made disasters, and related training programs.
The Emergency Management Coordinator is also responsible for planning and executing fire department events while also supporting emergency preparedness initiatives. This position ensures that public events, community outreach programs, and department ceremonies align with the fire department’s mission and emergency management strategies. The role involves coordinating logistics for public gatherings, assisting with emergency preparedness planning, and serving as a key liaison for community engagement.
ESSENTIAL DUTIES AND RESPONSIBILITIES (Includes, but not limited to)
Emergency Management Responsibilities :
Assist in developing, updating, and implementing emergency management plans, including disaster response protocols and public safety initiatives.Support public education efforts related to fire safety, disaster preparedness, and emergency response.Coordinate community outreach programs focused on hurricane preparedness, severe weather awareness, and evacuation planning.Serve as a liaison between the fire department and local emergency management agencies for joint training exercises and disaster drills.Assist with post-disaster recovery efforts, including coordination of resources, documentation, and public communications.Maintain knowledge of local, state, and federal emergency management regulations and best practices.Serves as project manager for the development and maintenance of the District Continuity of Operations (COOP / Continuity of Government (COG) for approval by the Fire Chief and the District Manager.Provides education and updates to senior District management and governmental officials annually.Oversees Community Emergency Response Team (CERT) policies, training, grants, and drills through regular interaction with CERT leadership.Maintains a working knowledge of E-Plan and Web EOC for Lake, Marion and Sumter Counites by attending annual training sessions and online training.Supports the logistic needs of the local Radio Amateur Control Emergency System (RACES) by reserving adequate space and equipment connections for use during ECC activation.Special Event Coordination Responsibilities :
Plan, organize, and execute fire department events, including station dedications, recruitment fairs, community safety expos, and awards ceremonies.Coordinate logistics such as venue selection, permits, catering, equipment setup, and staffing.Develop event safety and emergency action plans to ensure public and staff safety at large gatherings.Assist with event marketing and communications, including, press releases, and public relations outreach.Work closely with fire department leadership, local government, and community organizations to enhance public engagement.Manage event budgets and track expenses to ensure cost-effective planning.Coordinates with CERT by plaining or Blue Sky and Grey Sky events.Designs and conducts Public Education programs for residents and the community to explain and promote public understanding of public safety functions, disaster preparedness, and injury prevention.Planning
Responsible for coordinating efforts of various agencies to maintain Storm Ready Community Certification and Weather Nation Ready through the National Weather Service.Reviews annually and updates, when necessary, the CEMP (Comprehensive EM Plan) / SOPS (Standard Operating Procedures) to ensure that they are accurate, complete, and current for approval by the Fire Chief, District Government, counties, and State of Florida.Operates as the Planning Section Chief during Blue Sky and Grey Sky events.Attend Local Emergency Planning Committee meetings for Region 5. Meeting locations vary throughout East Central Florida.Finance / Administration
Exercises purchasing and budgetary control for EM operations by submitting, per District policy, purchase requisitions for expenditures and proposing costs for the annual budget plan.Reviews requests from the CERT Command Staff and gives approval to proceed with purchases of new equipment and apparatus related to EM and CERT.Creates applications and manages grants (EM, CERT, others as appropriate) to support a large (300 member) CERT and EOC operations.Through participation in the committees of the Local Mitigation Strategies of the three counties, assists in locating and coordinating funding for storm hardening of mission critical structures within the District.Supports and promotes the use of Reverse 911, E-notification, and Ready Alert systems for early notification of the citizens of the District for early warning of threats and recommended protective actions.General
Prepares and updates long-range planning for EM and ensures participation in the tri-county EM’s strategic planning processes, business plan, and VPSD Commission on Fire Accreditation International program at the direction of the Fire Chief.Represents VPSD on various committees and task forces, including the Florida Emergency Preparedness Association and Florida Association of Emergency Managers, Florida Fire Chiefs’ Association and Public Information Officers’ Section to network with other EM leaders throughout the state to stay informed of current issues and changing regulations.Responsible for the planning, researching, processing, and execution of special projects, such as the Annual Hurricane Expo, , and Career Day as assigned by the Deputy Chief of Operations and / or Fire Chief.Additional

Associate’s Degree, Bachelor’s Degree preferred, in Public Administration, Management, Business Science or technical field related to Emergency Services from an accredited college or university.Prior experience with state and local government in the same or similar capacity preferred.MINIMUM CERTIFICATES, LICENSES, REGISTRATIONS
Valid Florida Driver’s License required.FEMA certifications (ICS-100, ICS-200, ICS 300, ICS 400, ICS-700, ICS-800) or the ability to obtain them within a specified timeframe.All candidates and employees must successfully pass background screening.16-hour EVOC (Emergency Vehicle Operators Course).Employee must also currently possess or successfully complete, within 12 months of hire, the following training or certifications :Certified Emergency Manager (CEM) designation by the International Association of Emergency Managers.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES (Includes, but not limited to)
Knowledge
Proficient computer skills and basic intermediate (or better) level of knowledge of Microsoft packages including Word, Excel, Outlook, Access, and PowerPoint.Experience in event planning, emergency management, public relations, or a related field; prior experience in public safety is a plus.Proficiency in Microsoft Office, event management software, and emergency management platforms.Knowledge of fire department operations, public safety initiatives, and emergency planning preferred.Knowledge of emergency operations centers (EOCs), disaster response protocols, and event safety planning.
Skills
Intermediate or better proficiency in Microsoft Office software.Strong organizational and time-management skills with the ability to manage multiple projects.Excellent communication and interpersonal skills, with experience in stakeholder engagement.Abilities
