What are the responsibilities and job description for the Planner & Zoning Administrator position at Village of Caledonia?
This position is responsible for the investigation, inspection, and enforcement of zoning code violations. Duties include research, inspection, data collection, correspondence and record keeping. This position serves as a liaison between the public and the Village regarding zoning ordinance violations, issues citations, and aids the Village Attorney in prosecution of violations of the zoning code.
This position also assists with current and long-range Village planning projects, managing development programs, policies, and plans by administering applicable Village, state, and federal laws that affect planning and zoning in the Village.

Planning
Bachelor’s degree with an emphasis in Urban Planning, Geography, Public Policy, or Architecture and two (2) years’ experience in community development operations, planning, or parks required. Experience in working with a municipal government preferred. AICP certification desired. Possession of a valid Wisconsin Division of Motor Vehicle operator’s license required.Knowledge
Thorough knowledge of principles, methods, materials and equipment common to municipal land use planning, parks planning, and community development. Knowledge of concepts, principles and practices of city planning, parks planning, construction and design; knowledge of engineering calculation, surveying and drawing; knowledge of GIS and CADD systems and personal computers; knowledge of policies and procedures established for the department.

- Responsible for ensuring, in concert with the Development Director and Village staff, compliance with the zoning ordinance and all Plan Commission and Village Board conditions of approval.
- Conduct inspections of properties for violations of the zoning ordinance and Plan Commission and Village Board approvals and can issue “stop-work” orders and/or recommend issuance of citations for village ordinances.
- Review building, land use, and sign permits for zoning ordinance compliance.
- Meet with individuals and groups to discuss code violations, explain the intent of the zoning code, and work to gain compliance.
- Research, prepare, and maintain correspondence, reports, records and evidence of zoning code violations.
- Provide documentary and physical evidence and represents the Village of Caledonia in enforcement hearings.
- Confer with the Development Director and Village Attorney on zoning code compliance and enforcement.
- Prepare complaints for legal action against violators of the zoning code.
Planning
- Work with the Development Director in the review of site, building, landscaping and lighting plans, proposed land divisions, zoning changes or requests for special use approval, or other items as necessary, and participates in staff development review team meetings as necessary.
- Perform and support research and development of special projects such as updates of the Village’s Comprehensive Plan and Park and Open Space Plan. Interpret village codes and policies for developers, real estate salespersons, and the general public.
- Gather and compile data and evaluate information to write reports as needed and as directed by the Development Director.
- Handle public relations in areas including citizens questions regarding ordinances, complaints about service, and general information.
- Provide technical and professional advice. Make presentations to boards, commissions, civic groups and the general public. Provide information on land use applications, ordinances, codes, plans and related planning programs, services or regulations to architects, engineers, developers, contractors, owners, community groups and interested persons.
- Prepare a variety of studies, reports, and related information for decision-making purposes.
- Perform and assist in the development and implementation of growth management, land use, economic development, utility, housing, transportation, facilities, recycling or other plans and codes to meet the Village's needs and any inter-governmental agreements or requirements.
- Perform and assist in the preparation of grant application components relating to geography, maps, plats, site plans, etc.
- Respond to local citizens inquiring about city planning and zoning regulations and ordinances.
- Perform and assist in the various economic development, industrial development, and marketing efforts and programs of the Village.
