Summary
This position is responsible for the enforcement of building, property maintenance and zoning codes in new construction and remodeling. Work requires specialized knowledge and skills related to plan reviews, inspections, enforcement of codes, and customer service. This position supervises the operations and daily activities of the property maintenance and building inspectors, and develops and recommends revised codes, policies and relevant procedures as needed. This position performs under the general supervision of the Director of Community Development.
Essential Functions
The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
- Reviews new construction projects, remodeling projects, and building repair projects for compliance with Village’s building code and zoning ordinance, and ensures payment of required fees for permits or licenses.
- Monitors plans for new developments to ensure that they adhere to the Village’s building code and zoning ordinance.
- Reviews and approves building permits, contractor licenses, business registrations and occupancy permits.
- Responds to complaints or inquiries from developers, contractors, elected officials, or the general public. Explains building codes and related ordinances.
- Inspects structures damaged by fire, storms or other means to determine habitability, safety hazards and work needed to bring the structure into code compliance.
- Provides general supervision and performance evaluation for property maintenance and building inspectors to ensure tasks and goals are completed in an efficient manner.
- Works with building owners and contractors in order to investigate and resolve complaints and problems.
- Responsible for enforcement of building codes and zoning ordinances. Issues notices of violation, stop work orders, and citations for violations, and appears in front of the Administrative Hearing Officer or court as needed. ?
- Recommends changes to the building code and zoning ordinance. Updates the Village’s adopted code publications and local amendments as needed.
- Develops and maintains informational handouts and application forms for various construction projects and permit types.
- Performs inspections as needed.
- Assists in overseeing and managing the building permit tracking software, and ensures that accurate records are maintained for permits, plan reviews and inspections.
- Assists in the coordination and overseeing of intergovernmental agreements or contracts with vendors for inspection services.
- Assists with property maintenance enforcement.
- Assists with the preparation and implementation of the department budget.
- Responsible for managing the Village’s health, safety and environmental compliance issues by assessing, identifying and correcting potential risks that may cause safety and security concerns for employees and visitors to Village property.
- Other duties as assigned.
Minimum Required Qualifications
- High school diploma or equivalent with vocational training in construction, architecture, structural engineering, or a related field. Bachelor’s Degree in architecture, construction management, or another related field preferred.
- Five (5) years of experience in construction or building and code enforcement; Three (3) years of supervisory experience in the administration of building codes.
- ICC certifications preferred. ICC Certified Building Official is desirable.
- Any combination of education and experience that provides equivalent knowledge, skills, and abilities will be considered.
- A valid driver’s license is required.
