Summary

The purpose of this position is to supervise and give consultation and direction to social workers engaged in performing a variety of social services related efforts of the police department to include providing adult and juvenile crisis intervention, mediation, stress management, referrals to community resources/services, and associated paperwork and documentation. This position will also provide direct consultation and counseling services to residents, police department employees in addition to assist the crisis intervention team. This position will directly supervise the efforts of the Police Social Worker, Crisis Intervention Team, Social Services Interns, and the Police Chaplain. This position acts under the supervision of the Deputy Chief of Support Services.

Essential Functions

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.


  • Provides overall coordination, in conjunction with the Police Social Worker, of social service efforts for the police department
  • Provides individual and family counseling for clients referred through the department. Performs diagnostic assessments and develops treatment plans; provides clients with necessary referrals to other social service agencies.
  • Assists and works with the Crisis Intervention Team and/or other police officers ensuring case follow-up services to provide individuals and families with specialized assistance and consultation who may have had contact with the police department.
  • Assist with formulating plans for response and continued training for Crisis Intervention Team Officers; assists with developing and organizing in-house training for the Crisis Intervention Team to aide in their duties. Provides on-call crisis intervention services as deemed necessary by the Deputy Chief of Support Services and/or their designees.
  • Maintains appropriate record keeping system for client tracking and information, ensuring compliance with data privacy statutes and regulations.
  • Prepares correspondence, reports, assessments, and other documents as needed.
  • Develops and organizes in-house training, support services and wellness programs for police department employees relating to mental health or the Employee Assistance Program (EAP); Critical Incident Stress Management (CISM) Interventions; and citizen assistance programs.
  • Monitors and is aware of new or changing laws related to social services and mental health and ensures compliance with all relevant laws, policies and regulations. Assist with development of training relating to new or changing laws in the area of social services and mental health.
  • Monitors and is aware of new or changing best practices in the area of social services, mental health and police response to mental health incidents; suggest or assist with developing policies and procedures in response to new or changing best practices.
  • Attends and testifies at court hearings and other court advocacy when necessary.
  • Supervises the efforts of the Police Social Worker, Social Services Interns, and the Police Chaplain.
  • Evaluates Police Social Worker development, performance and problem areas to determine training needs; takes corrective action where necessary.
  • Establish and maintain effective working relationships with representatives of the Police Department, private and public agencies, the judiciary, civic groups, associates and the general public.
  • Utilizes proper safety precautions related to all work performed and adheres to all departmental and Village safety policies. Advises supervisor of hazards and corrective actions.
  • Other duties as assigned.

Minimum Required Qualifications

  • Master's degree in social work or psychology with five (5) years of social work or closely related experience and LCPC or LCSW State of Illinois License; has experience working with victims and police; familiarity with crisis intervention techniques and knowledge of Illinois statutes related to domestic violence, child abuse, juvenile law or any combination of education and experience that provides equivalent knowledge, skills and abilities.
  • Supervisory experience in a social work setting is desirable.
  • A valid driver's license required.

  • This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.

  • Work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities.
  • Frequent travel may involve exposure to inclement weather conditions, unsanitary conditions in homes, communicable illnesses and diseases and unsafe environments.
  • May require dealing with persons who are hostile, aggressive, abusive or violent, posing threatening conditions.
