Overview:
Mackinaw City, MI (pop. 846) is seeking candidates to serve as Community Development Director and Zoning Administrator. Mackinaw City is located in Northern Michigan. Mackinaw City is a rural community that serves as a major tourist destination in the summer months. The Village is near historic landmarks, Great Lakes, and the Upper Peninsula. The Mackinaw City Village Council is seeking candidates with an outstanding track record of community collaboration to provide services to the Village including long-range planning, administration of zoning and code enforcement, and other development-related responsibilities. Essential Functions:
An employee in this position may be called upon to do any or all of the following: (These
examples do not include all of the tasks which the employees may be expected to perform.)
- Administers all aspects of the Community Development Department.
- Directs the development and update of the Village Master Plan. Conducts planning studies of Village resources and physical surroundings. Identifies development trends and stays current of land-use laws and regulations
- Advises and works closely with the Code Enforcement Officer to ensure site plans and zoning permits are handled efficiently and in conformance with the zoning ordinance.
- Serves as Zoning Administrator for the Village. Administers the zoning ordinance, makes decisions on all land use requests and/or violations occurring within the Village. Monitors the Village’s zoning map to check for compliance with applicable federal, state and local statutes and ordinances.
- Serves as liaison and advisor to the Village Council, Village Manager, Planning Commission, and Zoning Board of Appeals on land-use issues. Attends meetings as needed and coordinates efforts to promote commercial and industrial development.
- Maintains cooperative relationships with peer agencies, developers, real estate contacts, architects, citizens, other governmental agencies and Village professionals regarding Planning issues. Serves on special committees and participates in civic and professional organizations, as appropriate.
- Plan, organize, and direct economic development and redevelopment activities including development and implementation of strategies and programs to encourage business retentions and attraction. Serves as liaison for development-based boards, such as the Economic Development Corporation and Downtown Development Authority.
- In partnership with regional economic development agencies, develops and conducts economic studies, needs assessment, research and financial analyses.
- Coordinates efforts of various economic development partner agencies to ensure effective work towards economic development goals.
- Supervises the Code Enforcement Officer and Office of Zoning Administration. Coordinates customer service activities with the Code Enforcement Officer to ensure quality and consistent customer service.
- Assign work activities, projects, programs; monitor work flow; review and evaluate work products, methods, and procedures.
- Participates in the recruitment and hire of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for efficient and professional operation of the Office of Zoning Administration.
- In coordination with staff, prepares and presents annual budget for the Department and the Planning Commission. Administers departmental budget, and ensures the authorized budgetary procedure is properly used. Reviews and authorizes purchase requests, expense reports, and other related requests.
- Other tasks as directed by the Village Manager.
Job Requirements:
Education: Bachelor’s degree from an accredited university or college with major coursework in business or public administration, economics, urban/land use planning or a related field. Master’s degree is desirable.
Experience: Five or more years of full-time professional experience in community and economic development.

Pay: $50,000.00 - $55,000.00 per year
