Job Title: Administrative Clerk Department: Clerk/Treasurer, Utility
Salary: $20.00 hourly Reports to: Clerk Treasurer
Job Type: 20 hours/week (Part-time)
Position Summary
The Administrative Clerk position is under the direction and supervision of the Clerk/Treasurer and is responsible for overseeing a wide array of office duties for the Clerk/Treasurer and Utility Departments; customer service, routine clerical, cash handling, accounts payable/receivable, licensing, election administration, meeting preparation/follow up, and assistance with tax collection.
Essential Functions and Responsibilities
- Assist general public in a professional manner at all times (phone, email, in person etc.)
- Assist with walk in customers and answering of telephone. Work with residents to resolve service complaints or questions. Assist with inquiries, directing residents to appropriate department for assistance.
- Review and process payments for cash receipting including Water/Sewer Utility, Village Licenses and Building and Zoning Permits.
- As directed, provide assistance in meeting management; assemble information packets, publish and post public agendas and public notices; follow up on action taken including letters to applicants, issuance of licenses and permits, etc.
- Process annual renewal of liquor, operator, tobacco and amusement licenses.
- Successfully complete WisVote training through the Wisconsin Election Commission and maintain voter registration database.
- Process annual tax collection and pet licensing and respond to inquiries.
- Process and track Special Assessment Letters for Title Companies.
- Support and provide backup for the Clerk Treasurer and Deputy Clerk Treasurer when necessary; cover other areas within the department due to employee absence or heavy work volume.
- Perform and participate in special projects and other duties as assigned.
- Assist in preparation and testing for all elections, including mailing and tracking absentee ballots.
- Provide support with management of Election Day operations and compilation of results.
- Review invoices for accuracy, code and process invoices for Board approval.
- Mail checks and required remittance copies and file invoices.
- Attend available workshops, educational sessions, as required.
Job Specifications
- Completion of high school (or G.E.D.), supplemented by college/technical courses, training or work experience which provides thorough knowledge of accounting methods and practices or that provides the required knowledge, skills and abilities to perform the duties of this position;
- Working knowledge of computers and electronic data processing, working knowledge of modern office practices and procedures, working knowledge of governmental accounting principles and practices;
- Ability to maintain effective accounting/bookkeeping procedures, ability to carry out assigned projects to their completion, must possess effective verbal and written communication skills; and the ability to establish and maintain effective working relationships with employees and the public. Good customer relation skills are essential.
- Must be detail oriented, able to work independently and efficiently, demonstrate core administrative skills and have a working knowledge of office practices, including the ability to keep clear and concise records and to apply ordinances, rules, and regulations;
- Ability to make decisions in accordance with laws, regulations, ordinances and established procedures;
- Equivalent combination of the above experience, education and training which provides the knowledge, skills and abilities required for this position and satisfy the job standards at the discretion of the Village Board and Village Clerk Treasurer; and
- Ability to obtain a notary commission from the State of Wisconsin.
Working Conditions
While performing the duties of this job, the employee is frequently required to sit, walk, perform typing or data entry and to hear and understand within an office environment. The employee is sometimes required to stand or walk, to twist in motion and lift when applicable. The employee works independently and is required to work irregular hours when required.
