What are the responsibilities and job description for the Assistant Zoning Administrator/Code Enforcement Officer position at Village of Weston?
Purpose of the Position
- Under the direction of the Planning and Development Director/Zoning Administrator, the position reviews and takes action to secure compliance with municipal codes and standards and performs reviews of building permits, site plans, rezoning applications, and similar zoning activities. Work may involve assisting and coordinating compliance activities with other Village departments and outside county or state agencies. Work is completed in both an office and field environment, including active job sites, ice, snow, and heat. A primary focus for the position is working closely with the public in resolving citizen and customer issues via telephone, email, and in person at Village Hall.
Essential Duties and Responsibilities
The following is illustrative of the essential duties of the position and does not include other nonessential or peripheral duties that may be required.
- 1. Investigates citizen complaints and reported violations of property maintenance code, zoning code, sign regulations, and related laws or ordinances not primarily enforced by the Police or Fire Departments.
- 2. Coordinates with building inspectors, public safety officers, Village Engineer, fire inspectors, and other departments as necessary to secure compliance with Village Code when enforcement becomes necessary.
- 3. Performs systemic site inspections of properties and building structures to ensure compliance with all applicable municipal codes and regulatory requirements; enforces all aspects of Village codes and ordinances.
- 4. Scans the community for potential municipal code violations and performs necessary investigative research. Follows up with appropriate actions regarding violations until the issue is satisfactorily resolved.
- 5. Maintains accurate documentation and case files on all investigations, inspections, correspondence, enforcement actions, and other job-related activities, including accurate and detailed information regarding code enforcement activity to substantiate violations.
- 6. Supports the Planning & Development Director/Zoning Administrator with zoning, platting, and site plan application reviews and approvals. Supports the Building Inspectors with permit processing, reviews, and inspections.
- 7. May assist with the writing, preparation, update, amendment, implementation, and interpretation of zoning and land division ordinances of the Village, and of the Town of Weston if provided by intergovernmental agreement.
- 8. Advises and attends Village Board, Plan Commission, Community Life and Public Safety committee, municipal court, and Board of Zoning Appeals meetings as needed.
- 9. Answers questions and provides guidance to developers, contractors, business owners, and residents regarding the processes for building permits, rezoning applications, site plan reviews, and other development/construction requirements arising out of state code and local ordinances.
- 10. Assist with other planning, zoning, land development, and administrative work as directed.
Job Requirements and Preferences
- Education/Training: Any combination of training or college degree (Associate and/or Bachelor) in criminal justice, urban planning, geography, public administration, construction technology, building inspection, or other related field. A combination of equivalent experience and/or education may be considered.
- Minimum one year of responsible experience in municipal planning, code enforcement, or other profession with a high level of public contact, including some experience in dealing with the public in an enforcement, inspection, investigation, or customer service capacity. Experience that includes such topics as municipal code enforcement, zoning administration, site plan review, or permit processing is desirable.
- Interest and ability to obtain professional certifications
- Experience with Microsoft Office Software and ESRI Geographic Information Systems software is desirable.
- Must have valid motor vehicle operator’s license and good driving record.
Knowledge, Skills and Abilities
- Knowledge of basic planning, zoning, and municipal code compliance and enforcement principles, methods, and current practices.
- Ability to read and interpret municipal code and apply consistent interpretations to different situations.
- Excellent customer service, problem-solving, and conflict-resolution skills.
- Ability to communicate clearly and effectively, both verbally and in writing, to members of the public, business community, Village staff, and elected officials.
- Ability to work independently and manage multiple projects and deadlines.

Decision Making
- Must be able to work independently and be responsible for own decisions and code interpretations. Oversight, direction, and support provided by the Director of Planning & Development/Zoning Administrator. Assistance with municipal code compliance and enforcement principals provided by the Building Inspectors.
Work Environment
- Ability to work in a standard office environment with limited exposure to hazards. Outside site visits will be required and may be hazardous in nature. Routinely exposed to weather, elevated temperatures, and wet or humid conditions. Occasionally exposed to extreme heat, freezing cold, or other hazards that pose a risk of bodily injury. Occasional exposure to rough terrain, smoke, odors, toxic conditions, dust, poor ventilation, vibrations, and noise.
