EXECUTIVE DIRECTOR

Low Rent Housing Agency of Villisca, Iowa is seeking a highly qualified and motivated individual to serve as its Executive Director. This is a full-time position with benefits.

Villisca Housing Authority operates 44 public housing units split between two locations in Villisca, Iowa. The candidate should have management experience in public and affordable housing, a strong understanding of finance, human resources, property management, and community development. The selected candidate will be responsible for managing all aspects of the Authority’s operations and supervising a small staff. A minimum of a Bachelor’s or Associate’s degree or equivalent work experience is required. Salary will commensurate with experience and education, and will include benefits such as IPERS retirement, paid vacation, and sick leave.

Responsibilities:

  • OFFICE HOURS: 30 hours per week plus 10 hours per week for calls received at home and being called back to the Housing at other hours. The Executive Director has the responsibility for the administration of the Agency affairs and shall devote as much time to these duties as is necessary to achieve an efficient and economical operation to carry out the requirement of the Agency, Commissioners, and HUD.

Responsibilities include, but are not limited to:

1. Manage 44 low-income apartments for the elderly/disabled and families.

2. Oversees day-to-day operations of Villisca Housing Authority:

a. Take applications of prospective tenants

b. Create new files for all new tenants

c. Enforce all policies set forth by the Board and HUD

d. Maintain and keep up to date files for current tenants

e. Public Relations

f. Prepare monthly newsletter for tenants

g. Secretarial and clerical office work, including compiling all

Accounting material to be sent to CPA monthly.

3. Secretary of the Board of Commissioners appointed by City

a. Attend monthly board meetings, prepare all information to be presented at meeting and keep meeting minutes.

b. Keep Board of Commissioners informed of any major issues including: resident issues, changes to laws and /or polices, financial issues, major purchases, etc.

4. Treasurer and bookkeeper:

a. Collect rents, prepare deposits

b. Prepare payroll for employees

c. Track all invoices and pay bills

d. Responsible for all investments

e. Present annual budget and budget revisions to board and

manage Capital Funds & Operation Subsidy

f. Calculate and pay monthly federal withholding taxes, SS and Medicare, IPERS, quarterly state tax, quarterly payroll tax reports to IRS and State of Iowa, W-2s and 1099s.

5. Enforce and implement all requirements set forth by HUD

a. Conducts Move-out & Move-in inspections-take note of any

Needed repairs, damages, etc. Make sure unit is ready for

new tenants, keys, paperwork, etc.

Complete verification paperwork and lease apartments.

b. Conduct apartment inspections annually-re-inspect when

they do not pass-maintain units in decent, safe, and sanitary

condition.

c. Prepare financial re-examinations of each tenant on yearly

basis or as needed. Determine any changes to their rent and/or expenses.

Have tenants sign by July 30th-new rents start Sept. 1.

d. Complete and submit all reports to HUD when due

e. Comply with yearly audit and report findings to the

Board of Commissioners

6. Hiring, training, supervising, and terminating Public Housing Authority staff

Job Type: Full-time

Pay: $40,000.00 - $55,000.00 per year
