The Department of Environmental Quality (DEQ), Blue Ridge Regional Office (BRRO) is seeking qualified candidates for the position of Water Permit Writer. This position will review permit applications and permit related operation/design submittals for applicability and completeness and to develop and write enforceable permits for issuance in a timely manner, which are technically and procedurally accurate in accordance with applicable laws, regulations, written guidance and procedures; to provide recommendations and support for approval of plans, specifications and other value engineering documents; and; to provide technical support for permit related compliance and enforcement actions by working with clients to resolve issues efficiently, openly, fairly and consistently.

Minimum Qualifications
- Knowledge of environmental engineering principles and practices gained through education and/or work experience.
- Knowledge of environmental laws and regulations.
- Ability to communicate effectively, both verbal and written.
- Knowledge, skills and abilities in project management and personal computer operations (including word processing, spreadsheets and database management).
- Ability to read, interpret and properly apply complex policies, guidelines and regulations.
- Ability to read and evaluate applications and engineering analyses, permits and related correspondence.
- Must be sensitive to public attitudes and concerns while effectively carrying out the Agency mission.
- This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required.
- Combination of education or training with major coursework in environmental engineering and/or natural science or a combination of work experience and education demonstrating an equivalent technical background.
- Working knowledge of other technical competencies such as chemistry, statistics, environmental modeling, aquatic biology and water pollution control.
