Job Duties
The Blue Ridge Health District Grants Specialist has responsibility for all grant management functions, including the monitoring of grant revenue and expenditures in accordance with memorandum of agreements, and for reconciling all grant financial records to maintain the district’s fiscal integrity and to meet agency regulations. In addition, this role is cross trained to perform general accounting functions for the district including financial transaction processing, deposits, accounts payable, accounts receivable, travel reimbursement, and financial reporting.
Duties may include the following: preparing budgets and conducting financial analyses of revenue projections and expenditures; provide direction for grant budget submissions; assist with the development of grant budget proposals; review and revise budgets upon receiving notification of grant awards; ensure that district budgets and expenditures comply with federal and state regulations without overextending grant funds or state appropriations; prepare grant invoices and process payments; and perform audit, monitoring, and financial performance reporting.
Program Support & Technical Assistance – coordinates all payment requests with the appropriate business unit to maintain accurate budget reporting. Prepares monthly and ad-hoc financial reports to share with the District Administrator and Program Managers. Monitors project budgets and provides reports as needed. Ensures grants administration database contains current project information. Drafts program support documents (including reports, presentations, briefing documents, budget requests, etc.). Responds to internal and external audit requests and grants administration inquiries. Implements assigned program activities in an effective and timely manner. Provides superior customer assistance when dealing with internal and external customers. Reviews and maintains chart of accounts, awarded funds, and effective dates for all grants. Reconciles all expenditures at month-end and during grant closeout; creates journal entries as needed to correct coding or funding issues. Responsible for monitoring and preparing grant status communications to Program Managers regarding grant account balances and expenditures.
Disbursement Review & Processing – reviews disbursement requests on all grants for compliance with program guidelines and spending authorizations. Determines accuracy and eligibility of amounts requested and adequacy of supporting documentation in accordance with project scope and budget. Interprets and applies fiscal policies and procedures related to grants administration. Tracks and analyzes financial data to ensure compliance with federal grant regulations.
Database & Records Management – uses tracking and reporting software systems to input and maintain detailed accounting, financial, and budget records for all grants. Creates and uses spreadsheets and systems to record, manage, and process transactions and activities. Prepares reports and ensures the accuracy and integrity of data. Ensure accounting transactions reconcile in the statewide financial management system. Maintains up-to-date information on available funds for the District Administrator and Program Managers for possible reallocation to current or new projects. Maintains database fields, files, and conformity summaries. Maintains and updates critical project dates and deadlines.
Other Duties – may be required to perform other duties including functions in support of an emergency declaration.

Minimum Qualifications
- Considerable knowledge of federal, state, and private sector grants and contracts management laws, rules, regulations and guidelines of generally accepted accounting principles and practices.
- Knowledge of budgeting policies, procedures and practices; contract law, auditing standards, computer programs (including Microsoft Word, Excel and Access).
- Experience with databases and automated financial systems.
- Demonstrated analytical skills, proficiency in problem solving, organizing, and coordinating.
- Demonstrated ability to read and interpret grants; to prepare budgets and monitor fiscal transactions, provide technical assistance on complex issues; compile financial information and projections.
- Excellent oral and written communication skills.
- Ability to organize and prioritize work.
