Job Duties
The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as a Cash Management Analyst. The selected competitive candidate will provide exceptional delivery of services to the agency's Cash Management Unit within the Fiscal Division.
Job responsibilities will include, but are not limited to :
Reviewing, analyzing and reconciling receipts from third party liability recoveries and other sources to ensure funds are deposited, recorded and posted in accordance with applicable agency, state and federal regulations ensuring funds are appropriately allocated to state / federal sources.
Complete complex reconciliations of lockbox receipts to ensure receipts are appropriately identified and posted to the agency accounting system (Oracle).
Support the processing of refunds due in a timely and efficient manner.
Support the development, update and maintenance of business process documentation of business processes in the Cash Management Unit.
Serves as back up to the Cash Management Supervisor and acts as the Supervisor during his / her absence to ensure the unit's responsibilities continue uninterrupted and all deadlines are met.

Minimum Qualifications
Competitive candidates will meet these minimum qualifications :
Considerable working knowledge of processing, recording and reporting of agency receipts.
Knowledge of Commonwealth Cash Management policies and procedures.
Experience with Oracle Government Financials or other similar Accounts Receivable systems.
Considerable experience compiling, analyzing and preparing financial reports and statement covering complex financial data.
Ability to independently research, analyze, identify and resolve reporting discrepancies.
Skilled in utilizing personal computer and the Microsoft Office Suite to include Word, Outlook and Excel.
Considerable experience completing complex financial reconciliations, extracting data from multiple sources to ensure all funds are appropriately accounted for in the agency's financial system as well as the Commonwealth's Accounting system.
Considerable experience interpreting and applying state and federal laws and regulations.
Experience in meeting deadlines.
Experience interacting with internal / external stakeholders.
Additional Considerations

Experience with the Commonwealth's Accounting and Reporting System (Cardinal).
Experience with the Commonwealth's Accounting Policies and Procedures (CAPP).
Experience with the Commonwealth's banking and cash management policies and procedures.
Working knowledge of Medicaid programs and the Financial Operations.
Experience with Commonwealth's Cash Management Improvement Act agreement (CMIA).
Knowledge of Third-Party Liability Recovery process.
