Job Duties
The Grants Analyst position at the Virginia Department of Housing and Community Development presents a unique opportunity to utilize your expertise behind the scenes. As a Grants Analyst, you will collaborate with a diverse team of professionals to conduct program evaluations, ensure that grant activities align with both fiscal and regulatory requirements, and provide data-driven insights, technical assistance, and compliance support.
You will specifically work with the Division of Housing, which offers financial assistance through grant programs designed to assist communities and populations across the Commonwealth. The division prioritizes addressing the needs of distressed areas, special needs populations, and low-income citizens. Your efforts will help ensure that essential programs such as the Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), National Housing Trust Fund (NHTF), and Virginia Housing Trust Fund operate smoothly and achieve their objectives.
As a grant analyst, your focus will be on :
- Working with grantees to identify and correct any CAMS (Centralized Application and Management System) and remittance issues.
- Coordinating with fiscal staff, associate directors, and program staff on assigned grant programs.
- Preparing monthly reconciliations to ensure that all transactions (revenue, expenses, assets, liabilities) are posted correctly and that all financial systems agree, research variances, and make adjustments where needed.
- Financial tracking including fund allocations, grant awards, remittances, and balances.
- Overseeing the comprehensive grants financial process and recommending and / or implementing changes where needed.
- Compiling relevant data to create monthly and quarterly reports on financial and program performance.
- Developing and managing grant closeout processes, forms, and templates.
Your proficiency in interpreting regulations, analyzing financial reports, and formulating strategic recommendations will be essential in supporting the mission of DHCD. This mission aims to enhance the vibrancy of communities throughout the Commonwealth and make a significant and positive impact on the lives of individuals and families.
The appointment is to a restricted position, funded in part by non-general funds. The availability of funding is scheduled for review on an annual basis. Continued employment is contingent on the continued availability of grant and non-general funds.
