The Procurement Manager is a deputy for the Head of IT Procurement and drives with them the performance of the procurement team responsible for acquiring software and IT equipment, with a particular focus on the company’s high-performance computing (HPC) infrastructure, materials, and services. This role includes managing the IT sourcing and supply chain team. The role is located in our Houston site and requires to be at the office according to the local Hybrid Working policy (3 days office / 2 days home).

Key Responsibilities:
- Assisting the IT sourcing and supply chain team, 7 employees in total located across multiple locations in the US, the UK and Singapore.
- Execute the procurement strategy in coordination with the local team.
- Ensure timely delivery of IT equipment and software at optimal costs while adhering to compliance rules.
- Support monitoring and ensure compliance with import and export regulations for IT goods, anticipating any changes.
- Implement training and development initiatives for new and existing staff.
- Assist the Head of IT Procurement in establishing the global procurement strategy.
- Support the development and improvement of procurement policies.
- Identify and resolve issues to enhance service quality and prevent future problems.
- Collaborate with the Head of IT Procurement to manage supplier relationships, including evaluating performance, conducting audits, and addressing issues.
- Participate in cross-functional sourcing or supply chain projects as needed.
- Contribute to define key performance indicators, build and communicate dashboards, analyze data, and implement improvements for the procurement team.
- Prepare and conduct team meetings, acting as a deputy for the Head of Procurement when necessary.
Education & Experience:
- Relevant degree or diploma, or equivalent experience.
- Minimum of 5 years of relevant experience, including at least 2 years in team management.
- Experience in IT procurement, with a preference for high-performance computing.
- Proficiency in contract negotiation for IT hardware and software.
- Strong knowledge of IT hardware and software markets.
- Understanding of logistical practices and regulations for sourcing and selling IT goods.
- Proven ability to build relationships across all employee levels and countries.
- Excellent customer service skills with the ability to handle and prioritize multiple tasks and projects.
- Strong written and verbal communication skills, fluent in English.
- Open-minded, motivated, and quick to learn.
