Job Overview
Place of Performance: Hybrid with 3 days per week onsite at Metro DC Headquarters or VA Office Building, 2401 Mill Road, Alexandria VA
Summary: This leadership role is pivotal in ensuring the successful implementation of Oracle HCM Cloud applications. You will leverage your expertise in Oracle HCM functionalities, testing methodologies, and Human Capital Management (HCM) processes to lead testers in a demanding environment. Your focus will be on designing, executing, and managing comprehensive test plans to guarantee the quality, functionality, and user experience of the new HCM system.
Responsibilities
Develop a comprehensive test strategy aligned with project objectives, user requirements, HCM best practices, and Oracle HCM Cloud functionalities. Design detailed test plans, outlining test cases, scenarios, and expected results for various Oracle HCM Cloud modules (e.g., recruitment, payroll, benefits). Estimate testing effort, resources, and timelines to ensure project delivery within budget and schedule.
Lead testers, assigning tasks, monitoring progress, and providing training. Utilize test automation tools and methodologies to improve testing efficiency and coverage of HCM processes. Facilitate test execution cycles, including smoke testing, functional testing, regression testing, and user acceptance testing (UAT) focused on HCM workflows. Analyze test results, identify defects, and work with developers to ensure timely resolution of issues specific to the HCM domain.
Maintain clear communication with stakeholders (project managers, HR personnel, business users, developers) regarding testing progress, identified HCM-related defects, and overall project risks. Prepare comprehensive test reports that document test coverage, findings, and recommendations specific to the impact on HCM processes.
Technical Expertise
Possess in-depth knowledge of Oracle HCM Cloud applications, functionalities, and configuration options relevant to various HCM processes (e.g., talent acquisition, performance management, compensation & benefits). Proficient in test methodologies (e.g., black-box testing, white-box testing) and test automation tools. Understanding of Agile and DevOps methodologies is a plus.
HCM Domain Knowledge: Possess a strong understanding of core HCM processes, terminology, and best practices. Familiarity with relevant HR regulations and compliance requirements is beneficial.
Qualifications: Has an undergraduate or graduate degree in the appropriate field and approximately 5 years or more of relevant work experience. Minimum of 4 years’ experience serving as a manager of HCM Systems related to managing projects/system enhancements/upgrades or process improvement activities in the public or private sector, Federal, State or Local governments or in another specialized area as defined by a task order.
