VOAC supports veteran’s efforts to exit homelessness as well as provides a safe place for survivors of domestic violence. Wherever VOAC goes, it combines relationship-building, volunteers and quality services to lift and support our neighbor’s efforts to become self-sufficient and reach their full potential.



** The Associate Director, Affordable Housing oversees and manages a portfolio of affordable supportive housing properties and develops the supportive housing mission of Volunteers of America Colorado. The Associate Director, Affordable Housing is accountable for the oversight of development and management of affordable supportive housing and services and for creating a housing management team that will distinguish itself by fulfilling the mission of Volunteers of America Colorado in the delivery of supportive social services programs, resident satisfaction and excellent financial performance.


Essential Duties and Responsibilities

  • Recruit, hire, train and supervise a team of on-site property management personnel for each property within the assigned portfolio.
  • Manage properties successfully by having site specific knowledge of each assigned property and following best management practices in each of the following areas:

· Economics and Demographics for each metropolitan market and specific sub-market.

· Rents at subject properties and competing properties

· Individual property’s competitive strengths and weaknesses vs. competitors.

· Property Financial Management including budgets, monthly financial statements, balance sheet and cash flow.

· Property Physical assets Issues and long-term repair/replacement plan

· Contract Administration for physical asset repairs.

· Deal covenants relating to income restrictions/regulatory issues/owner expectations.

· Supportive Social Service Programs including importance of Resident Service Coordination.

  • Through utilization of the organization’s customer survey process, solicit residents, Volunteers of America National Services and regulators to determine their needs and level of satisfaction with the services received from Volunteers of America Colorado Branch.
  • Maintain each property’s physical assets in accordance with all housing codes and within the confines of each property/s budget.
  • Implement a resident and employee safety program, which indicates development and execution of emergency plans/training.
  • Assure employee and property compliance with policies and procedures along with all applicable laws and regulations.
  • Assure the timely and accurate completion of all administrative responsibilities.
  • Performs all other duties as assigned by supervisor.

Working Conditions and Physical Requirements

· Heavy Travel Required. Valid Colorado Driver’s License, Proof of Insurance and Satisfactory Motor Vehicle Record (MVR).

· Sitting or standing for long periods of time.


Position Type and Expected Hours of Work

· Full-time, Exempt position. Monday – Friday 8:00am to 5:00pm. Occasional on-call and weekends.


Location

· 740 Gunnison Avenue Grand Junction, CO 81501 (flexible depending on where candidate lives)


Salary

$87,000-$94,000 annual

Requirements

Competencies

· Models core culture attributes “AIRS” (Accountability, Integrity, Respect and Service).

Minimum Qualifications of Position

  • Three years of supervisory experience. Ability to recruit, hire, train and supervise on-site operations personnel.
  • Five years of multi-site supportive housing management experience.
  • Strong knowledge of housing development and property management including business acumen, computer systems/software, regulatory requirements, marketing and leasing, physical asset management, HUD, Bond, Tax Credit and Conventional financing.
  • Administrative self-sufficiency required.
  • Ability to travel and commit the time and energy necessary to be successful in a position that may exceed 40 hours worked per week with some frequency.
  • Successful candidates will have a demonstrated track record of financial and property performance within a multi-site operating environment.
  • Experience with HUD and Tax Credit properties.

Preferred Qualifications of Position

  • Professional certifications preferred (COS, ARM, CAM, RAM).
  • Must be a licensed Colorado Real Estate Broker.
  • A bachelor’s degree in a related discipline or equivalent relevant experience.

Knowledge and Skills

· Good organizational skills and the ability to multi-task.

· Knowledge of Fair Housing Laws and state landlord rights and obligations.

· Knowledge of the HUD 202, Section 8 and Low-Income Housing Tax Credit programs.

· Good communication and people skills

· Detail-oriented
