The Clinical Manager, under the direction of the Assistant Vice President of Integrated & Behavioral Health, is responsible for the clinical guidance and management of Family Focused Recovery at Canal Landing. This individual will directly supervise the clinical and support staff providing admission, crisis intervention, assessment, person-centered care planning, therapy, peer support, wellness support, and coordination of care for the families residing at the Residential Center. This individual will provide clinical consultation and supervision to the team, to ensure pregnant and parenting women who use substances and their children receive high quality care. This individual will work closely with other supervisory and administrative staff to ensure efficient and high-quality service provision for all persons served by Family Focused Recovery (FFR).
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Support the Assistant Vice President of Integrated & Behavioral Health in the successful design and implementation of FFR programming across American Society of Addiction Medicine (ASAM) residential levels of care (3.5, 3.3, and 3.1) and aftercare peer support services.
- Support the Assistant Vice President of Integrated & Behavioral Health in the successful completion of the Implementation and Evaluation Phases of the Regional Partnership Grant (RPG), including adherence to RPG Research requirements.
- Work closely with other supervisory and residential center staff to ensure the provision of team-based care for all persons served is high quality, efficient, and in compliance with all accreditation and funding source requirements.
- Provide onboarding, training, ongoing supervision and quality monitoring of the clinical and support staff to ensure provision of services are in line with best practices.
- With the Assistant Vice President of Integrated and Behavioral, ensure all operational policies and procedures, training manuals, other supportive training documents, resources and succession plans are updated on a timely basis to ensure accuracy for FFR staff.
- Manage clinical and support staff schedule, ensuring coverage of all groups and operational functions required per ASAM level of care, including adequate coverage over holidays and during Emergency Operation Plan enactments.
- Conduct required admission, assessment and screening instruments to diagnose persons served with behavioral health disorders and develop person-centered care planning with persons served to guide service delivery in line with best practices based on the individualized needs of each person served.
- Provide direct counseling and crisis intervention services to persons served, utilizing individual, family, and group evidenced-based practices.
- Record accurate information on each person served in VOASELA’s Electronic Health System in a timely manner. Ensure accurate, timely, and quality data entry is completed by supervisees. Ensure documentation is completed in compliance with all accreditation and funding source requirements.
- Work closely with financial team to ensure clinical and support staff are documenting all services provided to ensure maximum revenue generation and recording key performance indicators (KPIs).
- Ensure clinical staff complete utilization reviews, including prior authorization and concurrent reviews, by established deadlines to ensure persons served receive the medically appropriate level of care for the maximum amount of time in accordance with ASAM Criteria based on their individualized needs and DSM diagnostic criteria.
- Ensure medical support staff complete medical screening, health assessment and wellness care coordination duties for all persons served. Ensure medical support staff address pharmacological needs including medication tracking and observation of the self-administration of medications by persons served.
- Keep current in the arena of substance use disorder treatment, including harm reduction principles. Provide education, training, and support to staff on substance use disorders, mental health disorders and other topics as needs dictate.
- Collaborate with community partners regarding continuity of care to develop referral relationships to ensure persons served completing residential treatment are able to sustain positive gains and exit with stable housing, employment/education plans, income, medical care, behavioral health care and other needs met.
- Perform additional duties as assigned.
ADDITIONAL DUTIES AND RESPONSIBILITIES (Non-essential)
- Ensure VOASELA and FFR staff create and maintain a recovery-oriented environment based on the principles of Therapeutic Communities.
- Provides support to all FFR program activities, including Child Watch.
- Adhere to the designated dress code as stipulated for the specific role.
SUPERVISORY DUTIES:
- Clinicians: up to 4 licensed mental health professionals (LMHPs)
- Clinical support staff: Admin Support, Outreach & Admission Coordinator, Care Coordinator, Peer Recovery Coach
- Medical support staff: up to 4 licensed practical nurses (LPNs)
KEY CONTACTS
Maintains critical relationships with the following:
- Assist clinical support team in developing a network of agency contacts who serve women and educate them about VOASELA’s services and FFR Program offerings.
- Assist care coordinator and LPNs in building referral pathways for persons served to needed community-based resources, including housing, employment/education plans, income, medical care, behavioral health care and others as needs dictate.
KNOWLEDGE, SKILLS AND ABILITIES:
This position requires knowledge, skills and abilities equivalent to:
- Master’s degree in social work or counseling and current Louisiana licensure as a Licensed Clinical Social Worker (LCSW) or Licensed Professional Counselor (LPC). Maintenance of all requirements to provide telehealth services on an ongoing basis.
- At least 2 years of supervisory experience.
- At least 2 years of experience working with women experiencing substance use disorders.
- Successful completion of Peer Support Specialist Supervisor training (may be completed after hire).
- Familiarity with trauma-informed and culturally sensitive practices. Dedication to the creation of a racially equitable continuum of care for pregnant and parenting women who use substances and their children.
- Extensive knowledge of the substance uses disorder continuum of care available in the Greater New Orleans area.
- Excellent verbal and written communication skills.
- Advanced computer skills.
- Expertise within Electronic Health Systems.
- Ability to interact with staff at all levels in a respectful manner, remaining flexible, proactive, and task oriented.
- Problem-solving ability, attention to detail, accuracy, flexibility, reliability, and prioritizing skills.
- Must be able to maintain confidentiality per HIPAA and CFR 42 Part 2.
- Must be able to pass a criminal history investigation (not all convictions will exclude candidates from being hired).
- Must successfully pass pre-employment drug screening.
- Must complete TB screening and testing on an annual basis.
- Must be able to maintain CPR certification.
- This position provides services in office. This position may provide telehealth services, if required due to emergency operations and/or emergency declaration.
- This position participates in an on-call schedule rotation. During on-call periods, 24/7 phone availability is required to address emergency or urgent issues.
- This position is responsible for working at least one Saturday a month and may work non-traditional hours to ensure group coverage including occasional evening and holiday group coverage.
- This position is responsible for enactment of FFR’s Emergency Operations Plan during emergencies, such as hurricanes or inclement weather, which may require evacuation and/or shelter in place with persons served and staff.
- This position may transport persons served rarely using personal or agency vehicle.
SPECIAL REQUIREMENTS:
This position may require the incumbent to engage in significant local travel in and around the community appropriate to the performance of duties and responsibilities. As such, incumbent must have:
- Current driver’s license issued by state of residence
- Current Vehicle Inspection decal
- Current vehicle insurance
- Current vehicle registration in state of residence
- Satisfactory Motor Vehicle Report
WORKING CONDITIONS
Work is primarily performed in an office environment while seated at a desk. Dexterity is used while performing work with personal computer keyboard, calculator and other office equipment. Driving to local (occasionally) and some state-wide (rarely) functions.
