GENERAL FUNCTION:
The Mobile Home Community Resource Advocate serves as a dedicated resource for residents of mobile home communities in Snohomish County, with a focus on 55 parks. This position supports residents by providing access to local resources, assisting with applications for programs that enhance stability, and connecting clients to services that address their specific needs. The CRA plays an essential role in fostering housing stability and improving the quality of life for mobile home residents through outreach, resource navigation, and personalized support.
PRINCIPAL ACTIVITIES:
- Conduct outreach activities at identified mobile and manufactured home parks, providing navigation support to help residents access and utilize public benefits, community resources (income, health, and other basic needs), legal advocacy, dispute resolution services, housing stabilization supports, and other essential services.
- Provide in-person and virtual assistance to connect mobile home residents with tailored resources and services.
- Assist clients in completing property tax exemption forms and determining eligibility for rebates through Snohomish County.
- Guide residents through applications for utility rebates and discount programs to help reduce expenses.
- Identify households requiring referral to the Housing Justice Project for legal support.
- Mitigate housing-related costs by connecting clients to essential resources, including food assistance, utility discounts, prescription aid, transportation support, and home maintenance/repair services.
- Identify and share recommendations with Snohomish County for community infrastructure and policy changes that could reduce housing insecurity for individuals and households residing in mobile and manufactured home parks.
- Track and document client needs, case notes, and service outcomes, ensuring accuracy and confidentiality in VisionLink (211 database) and compliance with WA 211 and Inform USA standards.
- Complete Coordinated Entry housing and prevention intake assessments for eligible Snohomish County clients in ClientTrack, the Homeless Management Information System (HMIS), connecting vulnerable individuals to critical resources.
- Participate in community outreach events, resource fairs, and public forums to represent North Sound 211 and promote awareness of available services.
- Build and maintain trust within mobile home communities by establishing a consistent presence and representing VOAWW’s mission.
- Prepare and submit monthly reports detailing services provided, client outcomes, and advocacy efforts.
- Collaborate with internal teams and external partners to enhance service delivery and address client barriers.

Qualifications
QUALIFICATIONS:
- Bachelor’s Degree in a related field (Social Work, Human Services, Public Administration, etc.), or minimum of 2 years of relevant experience.
- Experience working with older adults, 55 communities, or vulnerable populations.
- Knowledge of Snohomish County resources and programs.
- Strong advocacy skills with a proven ability to effectively communicate client needs to policymakers.
- Demonstrated experience working with individuals facing socioeconomic challenges and housing instability.
- Excellent verbal and written communication skills, with the ability to connect with individuals from diverse backgrounds.
- Strong organizational and problem-solving skills with high attention to detail.
- Proficiency in data entry and computer applications, including Microsoft Office (Word, Excel, Outlook).
- Familiarity with systems such as HMIS and VisionLink is preferred.
- Ability to work independently while managing time effectively in a dynamic environment.
- Sensitivity to cultural and socioeconomic diversity, with a commitment to providing non-judgmental, empathetic support.
- Valid driver’s license and reliable transportation for community-based outreach.
PHYSICAL REQUIREMENTS:
Candidates for this position must be able to stand or sit, answer telephones, and use computers for sustained periods of time. Driving may occasionally be involved, and anyone involved in an accident during work time will be subject to drug and alcohol testing.
