Major Functions
The Support Services Manager/Liability Claims Manager
provides professional and technical support n the management, supervision, and adjusting of multi-lines claims (excluding Workers' Compensation) for a govermental self-insured program. This includes handling all aspects of liability, property, violation of Civil Rights, ADA and any other potential claims presented to the county. This position requires supervision of a staff adjuster and performance of departmental administrative functions related to the Risk Management section of Human Resources Division.
Illustrative Duties

- Investigates and adjusts multi-line claims, performs investigation including personal interviews, witness canvass, and scene documentation.
- Analyzes and determines liability, legal, and financial exposure.
- Obtains and reviews medical records and bills, to establish claim value and maintain appropriate case reserves.
- Determination of settlement values, perform settlement negotiations with claimants and their attorneys within the settlement authority provided by the Risk Manager and Claims Committee.
- Prepares and presents cases for settlement authority to the County Claims Committee.
- Utilize knowledge of relevant case law, state, and federal statutes in management of claims.
- Supervision, management and oversight of subordinate claim staff adjuster.
- Assist the County Legal Department in investigation and defense of litigated cases.
- Participate in mediations of litigated cases.
- Initial notice reporting and follow up claim status reporting to excess insurance carriers meeting excess policy reporting requirements.
- Reporting of claims and incidents to primary insurance carriers and assisting in their investigation of the related losses.
- Manage and resolve complaints regarding claim liability decisions.
- Prepares, posts, and documents to claim file recoveries from excess insurance, subrogation, deductibles, and other sources of fund recoveries.
- Distributing monthly liability loss runs to departments.
- Documents and provides data for HR performance measure report.
- Issuance of deductibles to and recovery from departments for losses under the County self-insurance program.
- Performs the weekly check run for vendor/settlement payments for claims.
- Prepares presentation for the Claims Committee for claim settlement authority.
- Reviews/approves CGI requests for Master Agreement/Bid approvals from purchasing.
- Review, modification, and assignment of liability claim notice reports.
- Provide assistance in the absence of the Risk Manager and Workers’ Compensation manager.
- Public Records liaison.
- Perform administrative functions related to the Risk Management section of Human Resources, including but not limited to Adjuster License Appointment & Renewal, liaison between risk management claim software company and County I.T., and other risk related administrative activities.
- Performs other duties as assigned.
Minimum Requirements
Eight (8) years of experience in Business Administration, Management, Public Administration or related field, including four (4) years of liability related experience with at least three (3) of those years having claim management experience adjusting liability claims.
OR
Bachelor's degree from an accredited college or university, and four (4) years of liability related experience with at least three (3) of those years having claim management experience adjusting liability claims.
Experience as a liability adjuster at a commercial or personal lines insurance carrier is preferred.
A comparable amount of education, training, or experience may be substituted for the minimum education.Must possess a current Florida All Lines Adjuster License and be in good standing with the Florida Department of Financial Services’ Bureau of Licensing.
Must possess a valid driver's license at time of hire.
Must obtain a valid Florida driver's license within 30 days of hire and maintain thereafter.
Knowledge, Skills & Abilities
- Knowledge of procedures, forms, and policies relating to filing and resolving liability claims.
- Strong knowledge of Florida tort law statutes, cost containment principles including medical management practices, claim and disability duration, and Medicare set-asides.
- Strong oral and written communication, including presentation skills.
- Strong analytical, interpretative, and critical thinking skills.
- Strong organizational skills.
- Skilled in computer software including Microsoft (Word, Excel, and PowerPoint).
- Ability to work in a team environment.

- Must be able to relocate to other county locations based upon operational needs.
TRAVEL REQUIREMENT
The position is located in DeLand, FL. Must be able to travel to various work locations throughout Volusia County based on operational needs.

Physical Demands: Ability to perform essential duties and responsibilities and meet the minimum qualifications. Primarily sedentary work. Ability to lift, carry, push and/or pull ten (10) pounds. Visual acuity (peripheral vision, depth perception) is necessary to operate a motorized vehicle. Ability to see, hear, talk, feel, reach. Finger dexterity.
