What are the responsibilities and job description for the SUBSTANCE ABUSE COURT COORDINATOR position at Wabasha County Human Resources?
PURPOSE OF POSITION:
Under general direction of the Probation Director and the Treatment Court Judge, an employee in this classification is responsible for planning, organizing and overseeing all aspects of the Wabasha County Treatment Court. Coordination includes monitoring the treatment court budget, maintaining case record and resources, assistance with case management, compiling statistical data, coordinating program evaluation, contract management, preparation of treatment court dockets, grant writing and soliciting community support through education, in an effort to enhance services available to the participants. The Coordinator is responsible for ensuring the Wabasha County Treatment Court is implementing and maintaining state key components, while serving the treatment court population. This position works collaboratively with other justice system partners and participates in statewide specialty court work groups and team meetings. Working hours are non-traditional hours which could include nights and weekends to accommodate varying schedules.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
· Assist with the planning, implementation and monitoring of the day-to-day activities of the treatment court.
· Interview and provide orientation to potential and new treatment court participants.
· Provide program to all court ordered participants.
· Review and document participant compliance with program and individual treatment requirements.
· Perform risk assessments utilizing a validated tool to determine participant eligibility.
· Prepare progress report for team staffing and court hearings.
· Facilitate team staffings and court docket.
· Under the direction of the Corrections Agent(s), assist with case management of participants.
· Assist participants with employment, housing, budgeting, chemical dependency and mental health needs.
· Conduct home or community visits to verify participant compliance.
· Perform drug testing of participants, per program protocol.
· Coordinate with probation and law enforcement to maintain a quality, random, effective drug testing program that ensures compliance with program expectations.
· Participate as a member of the treatment court team, making collaborative decisions.
· Establish and maintain treatment court manual, forms and computer database.
· Drive conversations with team members on effectiveness of treatment court processes and procedures.
· Identify gaps in service provision and propose solutions to the team.
· Advise and collaborate with the treatment team judge(s) to ensure policies are followed, participants’ needs are addressed, and program standards are met.
· Educate referral sources regarding eligibility standards and program goals.
· Under the direction of the Probation Director, oversee the treatment court state and county budget.
· Ensure expenditures are in adherence with Wabasha County and MN Judicial Branch policies regarding allowable expenses and/or any other funding sources.
· Collect program data and prepare reports to court, federal, state, and county agencies.
· Produce data reports for program evaluation.
· Maintain cooperative relationships with treatment agencies, community organizations, and state, city and county departments.
· Organize events and meetings for treatment court team and participants.
· Consult with treatment court judges and district treatment court staff and other affected agencies on a wide range of organizational and management issues.
· Conduct exit interviews with program participants.
· Attend and participate in conferences, meetings, and committees as the Treatment Court representative.
· Determine best method(s) to promote Treatment Court through educating stakeholders, community organizations, and other relevant agencies.
· Research grant/alternative funding opportunities and write proposals as needed.
· Act as a liaison on behalf of the treatment court team regarding questions, problems and concerns.
· Identify and provide for training needs of Treatment Court Team. Organize training/meetings and coordinate conference travel arrangements of Treatment Court Team members.
· Requires some nontraditional hours, including nights and weekends, as determined by supervisor.
· Any other duties as assigned.
MINIMUM TRAINING AND EXPERIENCE REQUIRED:
Applicant must possess a high school degree, or equivalent; 2 years paraprofessional and/or technical experience related to criminal justice, human services and/or chemical dependency field preferred but will accept an equivalent combination of education and experience. College degree preferred but not required. Applicant must possess a valid driver’s license and must pass a required background check.
MINIMUM ABILITIES REQUIRED:
- Knowledge of treatment court organization, functions, responsibilities, and procedures.
- Knowledge of criminal justice system.
- Knowledge of the court system and procedures, including legal documents and laws.
- Knowledge of addiction, mental health, effective treatment techniques; community resources that offer treatment and counseling.
- Knowledge of the principles and techniques of interviewing, including motivational interviewing.
- Ability to organize, direct, and coordinate.
- Knowledge of grant management and the ability to write grants.
- Public speaking and fund raising skills.
- Customer service principles and the ability to establish effective working relationships with team members, justice partners, outside agencies, and the general public.
- Knowledge of the principles of collaboration, team building, problem solving, and conflict resolution.
- Knowledge of programs and resources available for substance abuse and related issues.
- Ability to analyze statistical data and prepare comprehensive reports to internal and external stakeholders.
- Ability to communicate effectively, both orally and in writing.
- Proficient use of computer software such as Microsoft Windows Applications; Word, and Outlook.
- Ability to relate to people in an appropriate and professional manner.

Physical Requirements:
The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books, and files. The work may require on-site inspections, so the ability to drive an automobile, and access/inspect a client residence, is required. Otherwise, no special physical demands are required to perform the work.
