Primary Purpose:    
 
Oversee and direct the district’s student support service programs. Ensures compliance in the areas of discipline management, behavior intervention support and at-risk intervention programs.  Oversees the operation and effectiveness of the district’s alternative education program and the juvenile justice alternative education program. To provide leadership and management to safety and related district programs. Coordinates and administers the school program of the district within framework of the philosophy and objectives established by the Board policy, consistent with statutes and standards of regulatory agencies, and in accordance with administrative regulations and procedures. Ensures that students are provided with the richest educational experience the district can provide.

 
Qualifications           
Education/Certification:
Master’s degree in education, social work, or other appropriate field
Texas Mid-Management or appropriate Texas Certification
Valid Texas Teaching Certificate
 
Special Knowledge/Skills:
Strong communication, public relations, and interpersonal skills with people from all social, educational, and economic backgrounds
Strong organizational and time management skills; ability to meet established deadlines
Excellent written and verbal communication skills
Strong investigation and research skills
High degree of computer proficiency including the District’s Information System, Microsoft Office Word, Excel and PowerPoint

 
Experience
At least five years successful teaching and administrative experience.
At least three years of successful principal experience

Major Responsibilities and Duties:
  1. Oversees and ensures compliance in the areas of discipline management, behavior intervention support and at-risk intervention programs
  2. Oversees the District’s student management program and coordinates the alternative education programs and the juvenile justice alternative education program
  3. Serves as the district’s designation for discipline appeals
  4. Serves as the District’s hearing officer for Level I and Level II complaints, as assigned
  5. Investigates complaints of bullying and ensures proper protocols are implemented and reports are made in a timely manner
  6. Oversees the District's counseling program
  7. Ensures proper discipline coding in PEIMS
  8. Responsible for implementing a comprehensive social-emotional learning program
  9. Establish, model, and communicate a positive departmental and districtwide climate for students, staff, and parents
  10. Serves as a member of various community and education advisory committees and boards as assigned by the Superintendent
  11. Ensures the collection, preparation and maintenance of complete and accurate records as required by administrative regulation, district policy, state and federal agencies
  12. Ensures all assigned fiscal resources meet student and staff needs in accordance with district policy as well as state and federal laws and regulations
  13. Interprets state law and district policy in all areas as requested or needed
  14. Studies legislation and court decisions to assess trends
  15. Implement the policies established by federal and state law, State Board of Education rule and local board policy; offer constructive suggestions to ensure the policies and regulations support the teaching/learning process
  16. Keep informed about current trends and practices in the various subject matter fields and disseminate professional information and materials to assigned school staff
  17. Oversees compliance and operations of all areas assigned to the Student Services division
  18. Conduct an orientation program annually for new school administrators
  19. Ensures district compliance with all legal policy related to safety and security
  20. Oversees the District's comprehensive safety and security program including emergency operations plans
  21. Identifies areas of improvement for safety and security and makes plans to remediate concerns as quickly as possible
  22. Meets with the Chief of Police monthly to collaborate on issues impact school safety
  23. Works closely with the Chief of Police to ensure threat assessment training for campus principals and ensures each campus uses the threat assessment process to address student needs regarding threats to safety
  24. Implements a cohesive behavior management program, including ongoing professional development for teachers and other staff members
  25. Partners with the Assistant Superintendent for Curriculum and Instruction to facilitate the School Health Advisory Council
  26. Provides oversight of the District's nursing program
  27. Facilitate the District Safety and Security Committee, ensuring compliance with legal policy and including local emergency response and crisis planning officials
  28. Respond appropriately to situations that could impair the teaching/learning process or could threaten safety and the well-being of students and staff
  29. Secure consultants, specialists and other community resources to assist principals and supervised instructional staff in attaining objectives
  30. Demonstrates awareness of school/community needs and initiates activities to meet those identifies needs
  31. Negotiates business related contracts, leases, Interlocal agreements and memoranda of understanding
  32. Assume responsibility for providing professional development and support to administrators and other staff members to ensure successful implementation of the Student Code of Conduct
  33. Facilitate the operation of assigned district programs and initiatives as assigned
  34. Consults legal counsel to ensure that policies comply with federal and state law
  35. Perform other duties as assigned by the Superintendent

Maintain emotional control under stress.  Some out-of-district travel, frequent extended days and operation of a non-commercial vehicle.  Use of Dell and Macintosh computers and related technology.  Administrative office environment, high pressure, fast pace, multiple deadlines, people intensive, frequent public contact.
