POSITION PURPOSE :
Enhances the district's instructional systems in all PreK-12 programs through leadership of Academics, Special Education Services and Student Support Services. Provides support and assistance in coordination and alignment of all PreK-12 programming in support of the Wake County Public School System's (WCPSS) mission, vision, core beliefs, strategic focus priorities, and essential pillars as defined by the district's Strategic Plan and established by the Superintendent. Imparts leadership in planning, developing, procuring, maintaining, and evaluating the district's curriculum resources and instructional strategies. Coordinates, organizes, and performs duties dealing with curriculum and instructional support and innovation. Provides leadership to the district in complying with federal and state laws and regulations and local policies.
MINIMUM QUALIFICATIONS :
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
- Comprehensive in-depth knowledge and understanding of the principles, practices, and procedures of public school system policies and federal, state, and local regularly requirements;
- Comprehensive knowledge of national and state standards and assessments, especially in the core content areas;
- Comprehensive knowledge of pedagogical models and strategies to improve instructional delivery;
- Comprehensive knowledge of Microsoft Office, specifically Word, Excel, Access, and PowerPoint; Google Apps;
- Skills in effective leadership and management of adults, including coaching, evaluation, and team building among a variety of stakeholders;
- Skills in building effective collaboration and an expertise in consensus building;
- Ability to demonstrate strong organizational skills and capacity to exercise effective problem solving and critical thinking;
- Ability to organize and supervise cross-functional teams, to manage and deliver large-scale projects;
- Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
- Ability to convey complex information to a variety of audiences; excellent public speaking and presentation skills;
- Ability to manage and evaluate curriculum, assessments, and instructional programs and initiatives for continuous improvement;
- Ability to manage financial resources;

- Ability to establish and maintain effective working relationships with school officials, school administrators, teachers, support staff, and other community groups.
EDUCATION, TRAINING, AND EXPERIENCE
Master's degree from a regionally accredited college or university in educational administration, supervision, or curriculum development;Ten years of experience in education as a classroom teacher, principal, and district-level leader with an understanding of urban education and instructional reform;Leadership and managerial experience that positively impacted student achievement and / or organizational results;Experience with developing instructional leaders, leading effective teams, and managing multiple departments;Experience in curriculum development and implementation in a range of subjects;Experience in special education services and student supportAn equivalent combination of relevant education, training, and experience which provides the knowledge, skills, and abilities necessary to successfully meet the essential duties may be considered.
CERTIFICATION AND LICENSE REQUIREMENTS
Hold or be eligible for North Carolina Professional Educator's License for School Administrator- Superintendent AND North Carolina Professional Educator's License for School Administrator-Principal OR Curriculum Instructional Specialist;Must hold and maintain a valid motor vehicle operator's license according to the State of North CarolinaPREFERRED QUALIFICATIONS :

Reports to and informs the Superintendent on all matters related to areas of learning and teaching, continuous improvement planning and student assessment in Academics, Special Education Services, Student SupportWorks closely with the Superintendent to articulate and enact a compelling vision and theory of action for the building of instructional and leadership capacity in Academics, Special Education Services, and Student SupportMaintains focus on the instructional core; builds coherence of high-quality educational programming across the district and serves as a key advisor regarding policies related to Academics, Special Education Services, and Student Support Services.Demonstrates knowledge and application of the instructional shifts that provide the context for standards-aligned instruction, pedagogy, lesson design, and assessment of student learning.Builds relational trust, works in close collaboration, and demonstrates a solutions-oriented mindset with the departments in Academics, Special Education Services, and Student Support Services.Oversees, manages, and supports a high-performing, data-driven, equity-focused, student-centered Academics, Special Education Services, and Student Support Services leadership team that understands its purpose to serve and support our schools; upholds tenets of scholarship, leadership, and equity.Effectively leads the district's implementation of the North Carolina Standard Course of Study; develops and institutionalizes a two-way feedback loop from school sites to the appropriate Academics, Special Education Services, and Student Support Services teams.Articulates and builds a division plan using the Strategic Plan as a vehicle to integrate and model innovative and research-based best practices in the areas of Academics, Special Education Services, and Student SupportDrives coherence among professional learning opportunities to ensure that initiatives for school leaders and school teams are coordinated and integrate both academic content and instructional strategies.Articulates the importance and role of arts education in a college and career goingPromotes strategies for resolving issues of access and equity in the areas of Academics, Special Education Services, and Student Support Services.Articulates how to integrate technology to support teaching andFosters and builds systems and instructional processes that infuse and support digital learning and digital citizenship in the student's learning experience.Champions performance management for Academics, Special Education Services, and Student Support Services; provides leadership in catalyzing organizational resources to differentiate instructional support to schools and to accelerate the performance and improvement in all schools.Represents the district's academic goals and instructional and support services efforts to both internal and external audiences; demonstrates and conveys clear understandings and communications with allPrepares and effectively delivers reports and recommendations for the Superintendent, the Board of Education, and other stakeholders regarding all aspects of instructional, special education and student support programs and student achievement.Remains current on educational trends, especially in research-based instructional strategies and programming that impact student achievement and teacher performance.Demonstrates the skill sets, leadership, and vision of transitioning teacher practice, pedagogy, learning environments from the traditional paradigm of teacher-centered classrooms to a learner-centered classroom / focus.Collaborates among central services departments to inform, advance, and realize the district Strategic Plan and district initiatives.Partners with local and state agencies to represent and advocate for the unique perspectives and needs ofServes as a WCPSS representative with the Department of Public Instruction (DPI), Central Carolina Regional Education Service Alliance (CCRESA), and the RTI Center for Education Services North Carolina Largest School Districts Consortium.Serves as a liaison with the Wake County Board of Education planning and coordinating Student Achievement Committee meetings.Performs other related duties as assigned by the Board of Education and / orWORK ENVIRONMENT / PHYSICAL REQUIREMENTS
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff and staff members of external funding agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work frequently requires activities involving driving automotive equipment.
