Position Summary: In accordance with Wallick Mission and Values, The Compliance Analyst ensures that affordable housing properties comply with all applicable federal, state, and local regulations.

Qualifications Required:

• High school diploma or equivalent; some college coursework in business, public administration, or a related field is preferred.
• Minimum of 5 years of experience auditing tenant files for a portfolio of LIHTC, HOME and section 8 projects to ensure compliance with program regulatory requirements.
• Strong understanding and working knowledge of affordable housing programs and regulations, including LIHTC, RD, Section 8, and other relevant programs.
• Excellent organizational, analytical, and communication skills. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), TEAMs, SharePoint and Yardi Voyager.
• Understanding of and ability to read regulatory agreements.
  
  

Licenses/Certifications/Registrations: Relevant certifications such as Certified Occupancy Specialist (COS), Blended Occupancy Specialist, Housing Credit Certified Professional (HCCP) Specialist, Housing Credit Management (SHCM), at least two housing program designations required.

Functions and Responsibilities:

• Conduct regular on-site file audits, perform pre-MOR and HFA audits and inspections to identify and address noncompliance issues and operational inefficiencies in accordance with Wallick, HFAs, RD, and HUD standards.
• Monitor and track accurate and detailed records of leasing activities to ensure timely lease-ups, reduce audit findings, monitor code violations, monitor max rents and Income updates, and manage late recertification's. Will assist with corrective actions as needed.
• Provide training virtual and in person to site teams on compliance requirements, such as clearing EIV discrepancies, processing move-in packets, move-in process in Yardi, as well as best practices.
• Attends a Housing Credit workshop or State Agency or vendor seminar to obtain Continuing Education Units for annual renewal of the Low-Income Housing Credit certification.
• Prepare and submit response to HUD’s Management and Occupancy Reviews (MOR), prepare and submit response to housing finance agencies' audit findings, responsible for timely submission of Annual Owner Certification, upload all tenant events in State Agency’s portal, and submit timely reports as required by regulatory agencies and internal/external stakeholders.
• Obtains and analyzes regulatory updates to affordable housing programs and implements required procedural changes as needed to ensure communities maintain ongoing compliance. Assist in the development and implementation of policies and procedures to ensure adherence to State and HUD regulations for affordable housing.
• Identify, and assist in resolving noncompliance issues at assigned properties, working closely with Regional Managers and Community Managers in a supportive and effective manner. Serves as first point of contact for compliance related questions and concerns for all communities.
• Work closely with operations, legal, development and finance teams to ensure comprehensive compliance and operational efficiency across all housing programs. Maintains a working relationship, with Syndicators, Housing Agencies and HUD.

Physical Demands: Position requires work to be performed in an office setting. Extensive use of a computer, keyboard and mouse; requires walking, talking, seeing and hearing. Positions require the ability to walk up and down stairs and lift 40 pounds. Must be able to work in a fast-paced environment.

Work Environment: Work takes place in an office setting with moderate noise levels. Position requires a minimum of 30% travel to various housing properties to assist with audits, inspections, training, and direct site support.
