DUTIES AND RESPONSIBILITIES: (“l” Indicates essential function)
- Counsels and advises the county commission, directors, supervisors, and employees in a broad range of human resources programs and issues to include disciplinary action, labor relations and contract compliance, FMLA compliance, ADA compliance, and other human capital issues.
- Directs and administers all human resources functions, including but not limited to recruitment, training, classification, compensation, retirement, employment and labor law, employee relations, performance evaluations, HRIS, and payroll.
- Supervises and trains staff responsible for various Human Resources related functions. This includes two positions in the HR Department.
- Recommends, implements, and administers Human Resources policies and objectives; reviews and interprets laws affecting policies and procedures; memorializes changes by incorporating them into the Human Resources Policy Manual.
- Researches, compiles, and summarizes a variety of information; prepares periodic and special reports and information for use in strategic decision making related to compensation, personnel management and related matters.
- Investigates personnel-related complaints and charges; confers with directors, managers, and supervisors regarding employee issues and problem resolution.

Develops and administers departmental budget.
- Responsible for the maintenance of the position classification and pay plan by conducting periodic pay and benefit surveys and making recommendations based on survey results.
- Facilitates communication of benefits programs during orientation of new employees as well as during annual open enrollment, claims resolutions, and change reporting as well as evaluating fringe benefits programs.

Serves as the Risk Manager for the county by managing and coordinating the Work Force Safety (worker’s compensation) Program, facilitate required training, process claims and coordinate efforts with claims managers, investigators, and ND Association of Counties.
POSITION QUALIFICATIONS (KNOWEDLEGE, SKILLS, and ABILITIES):(“l” indicates essential function) - Bachelor’s Degree in Human Resource Management, Public or Business Administration or related field and five (5) years of experience in a human resource or management related field as well as two (2) or more years supervisory experience. SHRM certified is preferred.
- Payroll and benefits administration experience is preferred.
- Must have knowledge of governmental administrative practices, including policy formulations and public sector employment issues.
- Must have knowledge of local, state and federal laws, and regulations such as FLSA, ACA, ADA, FMLA, ERISA, COBRA, etc. Must have knowledge of personnel, worker’s compensation, and risk management laws, rules and regulations.
- Must possess excellent interpersonal, organizational, communication (written and verbal), analytical and decision making skills and be proficient in the use of Microsoft Word and Excel and have the ability to use other software.
PHYSICAL and MENTAL DEMANDS: These support the essential functions of the position.
- Must be able to lift, carry, stoop, and reach above their head, bend, and retrieve items weighing up to 25 pounds.
- Must have good balance and be able to climb ladders and use stools in working with files.
- Must be able to operate a computer.
- Must be able to sit or stand for a minimum of two hours at a time.
- Must have good (or corrected) vision for the ability to read documents and other information, including color definition, depth perception and field of vision.
- Must be able to hear and speak distinctly.
- Must be able to work independently and be adaptable
This position normally works seated at a desk in an environmentally controlled office often using a computer terminal. Considerable time is spent on the phone answering questions and providing information.
This position normally works in the County Administration Building, Monday – Friday, 8:00 AM – 4:30 PM. This position may be required to work evenings or weekends during busy periods.
This position may be called upon to go out to work sites as the Risk Manager and travel out of town for training purposes.\
