Job Summary:
Warren County is seeking an experienced and dynamic IT Director with specialized expertise in Workday solutions to lead and manage our IT department, oversee technology projects, and ensure the optimal functioning of our IT infrastructure. The ideal candidate will have a strong background in Workday implementation, system integration, and optimization, as well as experience in managing cross-functional teams and aligning IT strategies with organizational goals. Responsible for the overall planning, organizing and execution of all IT functions for Warren County. This involves directing all IT operations to meet customer requirements as well as the support and maintenance of existing applications and development of new technical solutions. Provides vision and leadership for the development, acquisition, implementation and support related to IT functions.
Key Responsibilities:
Workday Solution Leadership:
- Workday Implementation & Optimization: Lead and manage Workday implementation, upgrades, and optimization projects, ensuring seamless integration with other enterprise systems.
- Workday System Administration: Oversee day-to-day Workday system operations, ensuring data integrity, security, and performance. Troubleshoot and resolve system issues as they arise.
- Workday Analytics and Reporting: Collaborate with business stakeholders to design, develop, and maintain custom reports and dashboards in Workday. Ensure timely and accurate data analysis for decision-making.
IT Strategy & Operations Management:
- Plans, directs and manages the IT Department, including staffing, development, organization, hardware acquisition and facilities to ensure the development and implementation of cost-effective systems and efficient computer operations.
- Provides county wide strategic direction in areas of policy and planning for IT, communication systems and interplant connectivity.
- Develops strategic vision into short and long term tactical plans ensuring the best use of County resources in defining and planning goals, objectives, and programs.
- Charged with research, proposal and integration of technology into new or existing programs
- Plan and manage the County’s telecommunications services
- Analyzes complex business needs and recommends technical solutions as well as providing technical advice, guidance and vision throughout the County
- Review proposals for changes to existing systems; recommend updates, enhancements or replacement.
- Assist departments to develop functional needs, prepare budgets, purchase equipment and manage installation.
- Manage the administrative help desk function for electronic mail, standard desktop applications, voicemail and related technologies
- Plans and controls departmental staffing, development, organization, hardware acquisitions and facilities
- Direct the design, development and maintenance of systems, programs, and systems software.
- Establish IT policies, standards, practices and security measures to ensure effective and consistent information and to safeguard information resources
- Administers the IT Departmental budget, within budgetary guidelines to contribute to cost-effective operation of the County
- Ensure the consistency and maintainability of existing applications by creating, maintaining, and enforcing standards/procedures for implementing technical solutions
- Develops plans for implementation of new projects, coordinating the process and producing a detailed time line for each application release and implements effective project control. Ensures there are well-defined project plans including procedures, deadlines and accountability.
Team Leadership & Collaboration:
- Team Development: Manage a team of IT professionals, including system administrators, developers, and support staff. Foster a culture of collaboration, continuous learning, and performance excellence.
- Cross-Functional Collaboration: Work closely with HR, finance, and other departments to ensure that Workday and other IT systems meet business needs and are effectively
Continuous Improvement & Innovation:
- Technology Trends: Stay informed about industry trends, new technologies, and best practices, and assesses their applicability to the organization.
- Process Improvement: Identify opportunities to streamline operations, improve system performance, and enhance user experience through innovative IT solutions.
- Reviews all designs, code and unit tests plans when applicable
- Approves all business requirements prior to the technical solution
- Participates on all hardware and software evaluations and maintains vendor contracts
- Perform liaison duties between users, operations and IT in the areas of systems design, modifications or trouble shooting
- Evaluate business needs, objectives and goals researching products available and designating procedures to best meet those needs
- Review on a continual basis the departmental procedures, staffing and equipment for maximum efficiency while controlling costs
- Maintain awareness of changing trends and regulations which may impact Warren County
- Audit information systems use for compliance
- Maintains knowledge of developments in the area of systems and hardware and incorporates new developments into the future systems of the County
- Develop and maintain a Disaster Recovery Plan for County departments and users
- Make purchasing decisions based on bid pricing and monitor to ensure accurate records are maintained
- Ensure the IT team uses technology to provide a fast, accurate, secure method to access information
- Perform other duties as assigned
Qualifications:
Education & Experience:
- Bachelor’s degree in Information Technology, Computer Science, Business Administration, or a related field (Master's degree preferred).
- Minimum of 8-10 years of experience in IT management, including at least 3-5 years specifically with Workday implementation, administration, and integration.
- Proven experience managing large-scale IT projects, including budgeting, resource allocation, and stakeholder management.
- Expertise in IT governance, security protocols, and best practices in system design and architecture.
- Extensive experience with personal computers, software applications, networking
- Proven successful experience in responsibility for long term technical strategy of the organization
- Experience in telecommunications strongly preferred
- Proven management skills in directing and leading teams
Technical Skills:
- Extensive hands-on experience with Workday HCM, Workday Financials, Workday Integration, and Workday Reporting modules.
- Strong understanding of Workday security configuration, data management, and integration with other enterprise systems (e.g., SAP, Oracle, payroll, etc.).
- Proficiency in Workday Studio, Workday Integration Cloud, and Workday Reporting tools.
- Knowledge of cloud-based technologies and enterprise resource planning (ERP) systems.
- Familiarity with modern programming languages and automation tools is a plus.

- Database Management Systems (DBMS)
- Knowledge of spatial database systems a plus
- PMP certification desirablePrior experience in public sector entity preferred
- Workday certification in relevant modules (e.g., Workday HCM, Workday Financials, Workday Integration).
- ITIL (Information Technology Infrastructure Library) certification.

Physical Demands & Work Environment:
- The IT Director may be required to work outside of regular business hours for system maintenance, upgrades, or emergencies.
