CHARACTERISTICS OF WORK:
This is professional library administrative work in which the incumbent may serve as manager of a branch library and/or assistant director of the library system. Work involves formulating, directing and controlling the operations of a branch library, assisting the library director, and/or acting as the library director in the director's absence.
This person will be responsible for all activities at the branch and has the authority to act on issues pertaining to the branch.
Incumbent assists in recommending and establishing objectives, standards and control measures for programs to strengthen library services system-wide. The incumbent is responsible for evaluating, promoting, and expanding services to meet current and projected customer needs. The work includes considerable contact with citizen groups, with the public and with public officials. Incumbent assists with preparation of budget recommendations for areas of responsibility.
This position reports to the Library Director. In the absence of the Library Director, the senior manager in this position will be the acting Library Director.
This position:
- May attend training at locations outside the library – Regional Library or other location
- Will handle sensitive library patron information.
- May assume responsibility to assist with areas of library programing or activities. These may include adult programing, collection development or assist with training new employees.
- Will also handle funds (cash, checks, credit cards) from multiple accounts and keep accurate records as needed.
- Will comply with state training requirements.
MINIMUM QUALIFICATIONS:
Experience/Educational Requirements:
Education: A Master's Degree from an accredited four-year college or university in library science or information science;
AND
Experience: Three (3) years of experience as a professional librarian.

· Must be able to lift 25 pounds from the floor to worktable height and must be able to reach all library shelves, using a stool or other extension device if necessary.
· Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.
· Incumbent must have the ability to climb a step; stool and rolling ladder and move a book truck.
· Incumbent must have the ability to communicate using telephone and other communication devices to accomplish library duties
ESSENTIAL FUNCTIONS:
The essential functions include, but are not limited to, the following:
- Directs and manages a branch library.
- Supervises staff of the branch and, in the absence of the director, the system.
- In the absence of the library director, acts as the director of the library system
- Submits recommendations on library policies and services and implements policy decisions.
- Establishes branch goals and objectives and recommends system goals and objectives and supervises implementation of same.
- Maintains frequent contact with the public and with public officials.
- Responsible for promoting and expanding services.
- Provides training and workshops to staff and customers.
- Maintains awareness of and recommends implementation of new technologies and resources to meet customer needs.
EXAMPLES OF WORK:
Examples of work, performed in this classification include, but are not limited to, the following:
· Manages program and services of the branch such as reference services, circulation services, acquisitions, genealogy, etc.
· Develops service to reflect changes in technology and available resources within library mission and goal.
· Assists in developing annual budget for the branch library.
· Recommends branch or system goals and objectives and policy,
· Researches information needs requiring professional level searching skills and knowledge of resources beyond the skills of paraprofessional staff.
· Provides training to customers in use of specific databases and services.
· Compiles routine and special reports summarizing achievement of library objectives.
· Provides web page information for the branch.
· Directs and supervises branch library staff and volunteers.
· Interviews and recommends applicants for hire and evaluates job performance of subordinates.
· Provides professional level contact with public to accept requests for information.
· Interacts with customers to clearly define needs and determine satisfaction with service.
· Promotes services to current and potential customers through personal contact and correspondence.
· Markets library services through the development of brochures, bibliographies, service announcements, and the presentations of workshops, exhibits, and programs.
· Maintains currency of knowledge through reading of professional literature, learns new databases through review of online helps, literature, experimentation, and workshop attendance.
· Develops and maintains professional contacts.
· Performs related or similar duties as required or assigned.
