Washington County is now searching for a Director of Juvenile Services to lead the department. The primary responsibilities of this role will be developing and implementing department goals and objectives, recommending and administering policies and procedures, and assigning and evaluating projects and programs. In partnership with the department's leadership team, the Director will set department vision aligned with the Board of County Commissioners' direction, administer and delegate day to day operations, and ensure effective service delivery that enhances community safety to the growing and diverse community that we serve.

The Opportunity
Under the direction of the Assistant County Administrator, the Director of Juvenile Services plans, directs, and reviews the activities and operations of the Juvenile Department. Key responsibilities of the Department include assessment, case management, residential and custodial services for youth referred for delinquent acts, research and evaluation programming, and conciliation services involving counseling and mediation for parents involved with the Domestic Relations Court. The role coordinates activities with other County departments, as well as outside agencies, and provides high-level administrative support to the Assistant County Administrator.

As a leader of the department, this position will help develop and administer the Juvenile Department budget, anticipating future needs for staffing, equipment, and materials. The Director of Juvenile Services maintains a positive and supportive work environment for staff that thrives on teamwork, communication, diversity, equity, inclusion and belonging. They will represent the department and County to residents, seek and respond to community member feedback, and serve on various community boards, commissions, committees, and professional groups.

  • Knowledgeable in Oregon juvenile, domestic, and youth welfare laws and codes, juvenile and family treatment theory and methodology, program development and administration, and applicable federal, state, and local laws, codes and regulations.

  • Experienced in serving a rapid-growth department and community, particularly the challenges of recruiting and retaining quality staff.

Compensation and Benefits
The salary range for the Director of Juvenile Services is $163,605.36 to $208,753.44 and will depend on the qualifications of the successful candidates. Benefits offered to this position include the following:

MINIMUM QUALIFICATIONS

Education and Experience:

  • Bachelor's degree in criminal or juvenile justice, public administration, human services, public health, or a related field; AND six (6) years of progressively responsible experience in a juvenile justice system leading cross-system, collaborative efforts and complex change with at least four (4) years of professional experience in a supervisory or management capacity. OR
  • Ten (10) years of progressively responsible experience in a juvenile justice system leading cross-system, collaborative efforts and complex change with at least four (4) years of professional experience in a supervisory or management capacity.

Additional Requirements
  • Possession of a driver's license valid in the State of Oregon and have an acceptable driving record per Washington County policy.
  • Completion of a criminal history check in accordance with Oregon Administrative Rules.
