THE POSITION
The Department of Housing Services is recruiting for two Homeless Programs Supervisors to join our team! These positions will join the Program Implementation team within the Homeless Services Division.
The Homeless Programs Supervisors contribute to the Department of Housing Service's mission of creating pathways out of homelessness, promoting housing stability, and investing in affordable communities for Washington County and our residents by overseeing implementation of the portfolio of homeless programs provided by our network of contracted community-based organizations, to support individuals and families transitioning out of homelessness.

- Strong skills in navigating rapid change and ambiguity while leading with stability and organization.
- Five or more years of experience in Homeless Program administration.
- Two or more years of supervisory experience.

Essential Job Duties
We are recruiting for two distinct positions at this time, one focused on Housing Solutions and another focused on Community Coordination. Generally, both positions support the following duties:
- Guide implementation of the division's suite of homeless programs that assist individuals and families transitioning out of homelessness using person-centered and trauma-informed approaches, best practices, and an equity focus.
- Work collaboratively with the division's data team, program staff, and community partners to ensure shared focus on system and program level outcomes and goals. Deliver relevant and timely reporting as needed as a function of the position.
- Lead a team of Specialists, Coordinators, and Analysts to monitor utilization and effectiveness of homeless programs.
- Oversee network of contracted providers to ensure contractual compliance and effective delivery of programs.
- Effectively evaluate program performance using data and partner feedback to make recommendations for policy and process improvements to improve participant experience in all aspects of the homelessness response system.
- Oversee project management of all new assigned program launches, significant adjustments, provider network training, and program manual updates.
- Ensure effective communications related to program expectations and performance standards.
Minimum Qualifications
Education and Experience:
- Bachelor’s degree in a health, social service, business, or related field; AND three (3) years of work experience in program administration, development, evaluation, and/or contract administration. OR
- Seven (7) years of work experience in program administration, development, evaluation, and/or contract administration.
- Completion of a criminal history check in accordance with Oregon Administrative Rules.

Selection Process
- Minimum Qualifications (MQ) Review: Human Resources will screen applications for MQs beginning the week after the posting closes. Additional preferred qualifications screening may be applied depending on the number of applications received. The timeframe to review will be the week of April 6, 2025.
- Subject Matter Expert (SME) Review: Your resume may be evaluated and scored by a panel of subject matter experts. Your total score for this examination will affect your placement on the eligible list (a list of candidates eligible for interviews). This process will begin the week of April 13, 2025 and may take up to 2 weeks.
- Panel Interviews: Our goal is to schedule oral panel interviews with candidates that successfully passed the SME evaluation step as soon as possible.
- Conditional Offer: A successful candidate will be required to successfully clear a third-party background check as a pre-employment condition.
